Sexual Assault with Sleeping Pills Four Days After Release... Electronic Ankle Bracelet Proved Useless

On the 15th, the 12th Criminal Division of the Gwangju District Court (Chief Judge No Jae-ho) announced that A (39), who was indicted on charges of rape causing injury, violation of the Narcotics Control Act (psychotropic substances), and theft, was sentenced to seven years in prison.
He was also ordered to wear an electronic tracking device for 10 years, restricted from employment at institutions related to children and adolescents, and had his personal information disclosed.
A is accused of calling a woman in her 30s, B, to his residence on April 28 through a smartphone app for summoning cleaning helpers, giving her coffee mixed with sleeping and sedative drugs, and then sexually assaulting her.
After B drank the coffee A gave her and was unable to control her body, A took B to her home, sexually assaulted her, caused her to lose consciousness for 18 hours until 3 a.m. the next day, and was also indicted for stealing groceries.
Investigations revealed that A had served two prison terms for sexual violence crimes and committed the offense while wearing an electronic ankle bracelet just four days after his release.
The court stated, "A secretly drugged the coffee with sleeping pills and other substances, and committed the crime in a planned manner, including recording conversations while the victim was in a state where normal decision-making was difficult," adding, "In particular, he shows no remorse and shifts all responsibility onto the victim, which makes the crime especially egregious."

Furthermore, the court explained the sentencing rationale, saying, "The risk of recidivism for sexual violence crimes is so high that an electronic monitoring order alone cannot prevent reoffending, and considering A's significant responsibility, severe punishment is necessary."
