Imsil-gun Goes All Out to Legalize Unauthorized Livestock Facilities
[Asia Economy Honam Reporting Headquarters Reporter Park Nosik] Imsil-gun, Jeonbuk, is making every effort to actively promote legalization by granting separate management periods for unauthorized livestock barns.
According to the county on the 12th, as of the end of last month, a survey of the progress in legalizing unauthorized livestock barns showed that out of 277 target farms, 223 farms had either completed the approval (report) for installation of livestock manure discharge facilities or had closed down.
Additionally, 40 farms were identified as capable of resolving issues such as land purchase, building coverage ratio excess, and other violations.
Accordingly, after evaluating the progress, the county plans to grant separate individual management periods only to farms that can complete legalization, aiming to finish legalization by March 31 of next year.
For farms under separate management, monthly regular inspections will be conducted, and if there is no progress or effort toward legalization, voluntary closure will be encouraged, and strong administrative measures such as closure orders will also be pursued.
Currently, 14 unauthorized livestock barn farms that have given up on legalization will be given a recommendation period (November to December) to resolve violations such as reducing the number of livestock to fewer than five or closing the barns through on-site inspections.
During the recommendation period, farms will be regularly inspected to check and encourage compliance, and farms must resolve violations themselves through livestock disposal, closure, partial closure, or relocation of barns.
If violations are not resolved by the end of the recommendation period next month, strong administrative actions such as suspension orders, closure orders, and prosecution, as well as judicial measures, will be implemented.
For farms that resolve violations themselves and those subject to administrative actions, since there is a possibility of restocking livestock until the complete change of use of the barns, continuous follow-up management and a zero-tolerance policy will be applied.

County Governor Shim Min said, “The legalization of unauthorized livestock barns is being promoted according to government policy, and separate management periods have been granted to barns with legalization potential for guidance and inspection,” adding, “We will continue efforts to ensure that all barns in the jurisdiction operate legally.”
