Gwangju City, Development of Common Operation Manual for Social Welfare Corporations and Facilities
[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Gwangju Metropolitan City announced on the 5th that it held an interim report meeting on the production of the ‘Common Operation Manual for Social Welfare Corporations and Facilities’ for representatives of welfare-related organizations in Gwangju.
There have been continuous opinions that a common operation manual is necessary to ensure the unified application of related laws and guidelines in the welfare field and to enhance the public nature and transparency of facility operations. This production was officially promoted after being selected as a key task in the welfare innovation recommendations presented by the Gwangju Innovation Promotion Committee in June last year.
Since April, Gwangju City has formed a task force (TF) with the Welfare Foundation, the Social Welfare Council, and the Social Workers Association to collect opinions from various fields and finalize the direction and scope. Then, 27 public-private writers selected through a public contest began writing the manual in August.
Under the basic principle of producing a manual that both the social welfare field and administration can empathize with and apply, the writers prepared the first draft by compiling six areas: ▲corporate facility operation ▲worker management ▲financial accounting management ▲donation (goods) management ▲function enhancement projects ▲human rights, along with an analysis of Gwangju City audits over the past five years and inspection cases from Gwangju City and five autonomous districts.
In particular, as the spread of COVID-19 made it difficult to hold face-to-face meetings, the production was promoted through communication via non-face-to-face workshops and video conferences.
Gwangju City plans to hold a second interim report meeting for welfare field workers at the City Hall Media Center on the 11th and will broadcast it live on YouTube.
Opinions on the common operation manual can be submitted through the Gwangju Welfare Foundation website until the 13th.

Park Hyang, Director of the Welfare and Health Bureau of the city, said, “The fact that the field and administration are jointly establishing common standards to uphold the public nature and transparency of Gwangju welfare itself is meaningful,” and added, “We will conduct manual training so that the common manual, which has now taken its first step, can be of practical help in the field and will supplement any shortcomings every year.”
