Seoul Gangseo-gu Operates Integrity Self-Study System and Integrity Pledge Relay
Implementation of Various Non-Face-to-Face Integrity Activities
[Asia Economy Reporter Jongil Park] Gangseo-gu, Seoul (Mayor Noh Hyun-song) announced that it is implementing various non-face-to-face integrity activities to foster a clean public service culture and spread a culture of integrity.
First, the district operates an ‘Integrity Self-Learning System’ for all employees to ensure fair job performance and improve internal integrity.
The Integrity Self-Learning System is an educational system designed so that when employees access the internal administrative system, an integrity learning popup automatically runs, allowing them to study it before starting work. Employees are encouraged to study three times a week on their own.
The learning content includes the Act on the Prohibition of Solicitation and Graft, the Code of Conduct for Public Officials, and other guidelines presenting desirable values and behavioral standards that public officials should pursue during their job performance.
Along with emotional education content containing integrity messages, the system includes illustrations and flash content composed of multiple-choice and true/false questions related to integrity to stimulate employees’ interest and enhance educational effectiveness.
In addition, the district is conducting an ‘Integrity Pledge Relay’ involving senior officials and all departments to establish a transparent and sound organizational culture and a proper public service perspective, providing an opportunity for employees to practice integrity in daily life.
In particular, Mayor Noh Hyun-song initiated the relay by nominating the deputy mayor, expressing his commitment to lead by example in practicing integrity as the head of the institution.
The Integrity Pledge Relay is conducted by each department taking certification photos with phrases pledging integrity, considering the COVID-19 situation.
The district plans to post the certification photos of the Integrity Pledge Relay by department on the Gangseo-gu Office Integrity Club’s SNS to strengthen the will and consensus for practicing integrity.
This Integrity Pledge Relay extends beyond the district to six public-private organizations, including the Korea Integrity Movement Headquarters, KAC Airport Service, Gangseo Yangcheon Education Support Office, Seoul Regional Headquarters of the Animal and Plant Quarantine Agency, Metropolitan Western Regional Headquarters of the Korea Environment Corporation, and Gangseo-gu Facilities Management Corporation.
Meanwhile, besides the ‘Integrity Self-Learning System’ and ‘Integrity Pledge Relay,’ the district actively promotes the spread of an integrity culture by attaching integrity messages to transparent partitions installed at civil service counters to prevent COVID-19 spread and inserting integrity phrases into the ‘Civil Service Waiting Number Tickets’ issued by the number ticket machines.
It also produces and sends ‘Integrity Notices’ that include the integrity logo and methods to report public interest violations, corruption, and violations of the Act on the Prohibition of Solicitation and Graft on various bills, striving to provide transparent tax services and improve integrity.

Mayor Noh Hyun-song stated, “Although these are difficult times due to COVID-19, it is even more important to build trust with residents based on integrity administration.” He added, “We will continue to strive to become a trusted Gangseo-gu through diverse and continuous integrity policies.”
