Seoul Metropolitan Office of Education to Provide 200,000 KRW and 150,000 KRW to Foreign National Elementary and Middle School Students, Respectively

[Asia Economy Reporter Hyunju Lee] The Seoul Metropolitan Office of Education announced on the 12th that it will provide non-face-to-face learning support funds using its own budget to foreign-national elementary and middle school students as well as out-of-school children of the corresponding school age.
The recipients of this support include approximately 5,100 foreign-national students enrolled in elementary and middle schools, and 4,240 out-of-school children of elementary and middle school age attending foreign-national schools and unlicensed alternative schools.
The Child Care Temporary Support Fund consists of the "Special Child Care Support" project, which provides 200,000 KRW per elementary school child, and the "Non-Face-to-Face Learning Support" project, which provides 150,000 KRW per middle school student. The estimated budget is 1.74 billion KRW.
Foreign-national students enrolled in school will receive the funds on the 23rd, while out-of-school children will apply during the period from the 19th to the 23rd and receive the funds on the 30th. The Seoul Metropolitan Office of Education will promote the program through home communications to ensure no one is missed and will provide detailed plans separately. Promotion will also be conducted at alternative schools and foreign schools for migrant children, as well as public-private organizations supporting migrant children.

This payment was made possible after the Ministry of Education changed its guidelines at the request of the Office of Education. Previously, there was an interpretation that providing support funds to foreign-national students using independent resources violated the Public Official Election Act. Cho Hee-yeon, Superintendent of the Seoul Metropolitan Office of Education, stated, "It is precisely during the infectious disease disaster phase with restricted movement that welfare policies based on territoriality are necessary," adding, "This support payment is a true practice of global citizenship education."
