Full-Scale Launch of Jangseungbaegi Comprehensive Administrative Town Construction in Dongjak-gu
On the 23rd, the 'Jijang Building Demolition Groundbreaking Ceremony' Held... Main Construction to Begin in November 2023 with Completion Target by End of 2022... Consolidating Public Institutions in One Place, Creating a Rest Area for Residents and the Nation's First Open Government Building Coexisting with Merchants
[Asia Economy Reporter Park Jong-il] The construction of Jangseungbaegi Comprehensive Administrative Town in Dongjak-gu is set to begin in earnest.
Dongjak-gu (Mayor Lee Chang-woo) held the 'Jangseungbaegi Comprehensive Administrative Town Building Demolition Groundbreaking Ceremony' on the 23rd, officially starting demolition ahead of construction scheduled for November.
The demolition groundbreaking ceremony, held at the former Narae Daycare public parking lot, minimized attendees due to COVID-19 prevention measures, with fewer than 10 guests including Mayor Lee Chang-woo of Dongjak-gu, district council members, and LH officials. The 30-minute event proceeded with a project progress report, on-site briefing, and demolition commencement.
The Jangseungbaegi Comprehensive Administrative Town has been a long-standing wish of residents, who have been saving funds for the building since 2004. It became a key project at the start of the 6th local government administration and is now about to begin construction after six years.
The current office building, completed in 1981, is cramped and outdated, causing 10 departments to be housed in leased buildings, reducing work efficiency and causing inconvenience to visiting residents. The need for a new building has been consistently raised.
Accordingly, the district completed all procedures starting with establishing the basic policy for the complex building in 2014, including ▲ feasibility study by the Ministry of the Interior and Safety and Seoul City investment review approval (2016) ▲ signing of the business agreement for donation and transfer between Dongjak-gu and LH (2018) ▲ public notice of compensation implementation (2019) ▲ detailed design and contractor selection (2020).
Demolition work is scheduled to be completed by November, followed by main construction aiming for completion by the end of 2022.
In particular, since LH will carry out the overall construction, the project is expected to be conducted with transparency and safety.
The Comprehensive Administrative Town will be built with a total floor area of 44,671㎡ (3 basement floors to 10 above-ground floors), consolidating public institutions such as the district office, health center, and district council, which were previously scattered, into one complex.
Additionally, it will feature an open library, exhibition spaces, sports facilities, and a rooftop sky garden, creating a resting place for residents.
Moreover, it will be the first government building in the country designed to coexist with merchants, including special rental stores planned to support merchants who maintained their livelihoods in the existing Yeongdo Market.

Mayor Lee Chang-woo of Dongjak-gu stated, “The Comprehensive Administrative Town is not just a simple office relocation but an urban planning project that will determine the future of Dongjak-gu,” adding, “Through the construction of the Comprehensive Administrative Town, we will induce regional development throughout Dongjak-gu and achieve balanced mutual growth.”
