[Jeju=Asia Economy Honam Reporting Headquarters, Reporter Park Chang-won] Jeju Special Self-Governing Province has launched the 3rd phase of Jeju-style special quarantine administrative measures starting September 11, which mainly expands mandatory mask-wearing facilities to block the local transmission of COVID-19.
Jeju Province had previously issued Jeju-style special quarantine administrative measures on August 24 and an administrative order mandating mask-wearing on September 2.
This 3rd administrative measure comes as the number of confirmed cases has somewhat decreased, maintaining a nationwide average of around 100 cases per day over the past week, but the risk of re-spread due to small-scale cluster infections remains.
In particular, following cluster infections at guesthouses and hot springs within the province, Jeju plans to apply selective and differentiated special quarantine measures tailored to local conditions through a comprehensive risk assessment of multi-use facilities.
The 3rd Jeju-style special quarantine administrative measures include ▲expanding mandatory mask-wearing to 20 types of multi-use facilities in the province ▲establishing exceptions related to bans on indoor gatherings of 50 or more and outdoor gatherings of 100 or more at public institutions.
In addition to existing places such as entertainment bars, karaoke bars, indoor group exercise facilities, public transportation, traditional markets, funeral halls, and public offices and facilities, mask-wearing will now also be mandatory at golf courses (indoor/outdoor, screen), bowling alleys, rental car houses, charter buses*, and more.
Masks allowed include health masks, surgical masks, droplet-blocking masks, and cotton masks equipped with filter functions; products like mesh masks that are practically ineffective at blocking droplets are excluded.
Governor Won Hee-ryong emphasized, “Wearing masks is the foundation of quarantine and the most powerful vaccine,” adding, “We strongly recommend mask-wearing for visitors to high-risk areas such as traditional markets, funeral halls, and Tapdong Park, and after a period of guidance and publicity targeting these high-risk areas, strict enforcement should follow.”
Accordingly, Jeju Province is conducting joint quarantine patrols and focused guidance activities centered on densely populated places to encourage mask-wearing.
Furthermore, the 3rd administrative measure introduces exceptions to the ban on gatherings and events of 50 or more indoors and 100 or more outdoors at public institutions. These exceptions apply only when holding such events is unavoidable due to significant public welfare reasons, such as the provincial council plenary session.
Violations of the special quarantine administrative measures may result in fines of up to 3 million KRW under the Infectious Disease Control and Prevention Act, or a penalty of 100,000 KRW according to the same law’s provisions.
In particular, if quarantine activities are obstructed, higher-level administrative measures such as gathering restrictions or bans may be imposed, and claims for quarantine costs may also be pursued.
After a guidance period, with the revised Infectious Disease Control and Prevention Act coming into effect on October 13, the province plans to prepare detailed guidelines for imposing fines through government directives and interdepartmental consultations.
The provincial quarantine authorities will continue to implement customized administrative measures based on risk assessments tailored to each facility’s characteristics.
This approach aims to prevent confusion caused by uniform administrative measures and to promote effective quarantine management suited to the specific nature of each facility.

Relevant departments will review administrative measures based on their own risk assessments of related facilities and will periodically implement administrative measures based on these evaluations.
