Boseong-gun Increases Budget by 84.7 Billion Won in the 2nd Supplementary Budget
[Asia Economy Honam Reporting Headquarters Reporter Kim Chunsu] Boseong-gun is accelerating efforts to revitalize the local economy, which has been stagnant due to the prolonged COVID-19 pandemic, and to promote key administrative projects.
To this end, the county submitted the second supplementary budget proposal, increased by 84.7 billion KRW, to the council on the 31st of last month, and departmental proposal explanations began on the 8th.
Accordingly, the total budget size of Boseong-gun for this year is 633.7 billion KRW (general account 590 billion KRW, special account 43.7 billion KRW), an increase of 15.4% from the original budget of 549 billion KRW.
The main revenue sources are △increased national and provincial subsidies due to changes in Jeollanam-do’s internal affairs (38.1 billion KRW), △increased local taxes (3 billion KRW), △increased non-tax revenue (3.6 billion KRW), △increased special grants and adjustment grants (2.4 billion KRW), and △increased internal transactions such as compensation income (37.6 billion KRW).
The expenditure budget focuses on revitalizing the local economy for residents struggling due to COVID-19, concentrating on job projects, infectious disease response projects, and key administrative projects.
Detailed projects include 1.1 billion KRW allocated to welfare-related areas such as △emergency living expenses for vulnerable groups, △temporary living support for low-income households, and △influenza vaccination support due to the prolonged COVID-19 pandemic, and 4.2 billion KRW for job creation projects such as △job support projects for youth and vulnerable groups and △support projects for young farmers.
Additionally, 1.9 billion KRW was allocated for projects to alleviate residents’ inconveniences following the enforcement of the Special Measures Act on Real Estate Ownership Transfer Registration, construction of rural public bathhouses, facilities for the Disabled Welfare Center, and operational support for elderly and child welfare facilities.
The budget also includes 19.6 billion KRW for agriculture, forestry, and livestock sectors such as △agricultural production infrastructure construction, △farm management stabilization support projects, △facility modernization support, △fruit industry development in preparation for FTAs, △special contract crop production support, and △specialized forest creation and urban/specialized forest development; 12.9 billion KRW for marine and fisheries sectors including △Yulpo marine leisure tourism hub development projects and △Fishing Village New Deal 300 projects; 9.4 billion KRW for environment and water supply/sewerage sectors including △Juwamho ecological center and ecological wetland function enhancement projects, △ecological river restoration and Juwamho artificial wetland operation, and △expansion and improvement of water supply and sewage facilities; and 22.9 billion KRW for agricultural infrastructure and urban/regional development sectors.
County Governor Kim Cheol-woo said, “The second supplementary budget proposal for 2020 submitted this time will serve as the foundation for stabilizing residents’ lives and creating a vibrant local economy by providing necessary resources to the local economy struggling due to COVID-19.” He added, “Once the budget is approved, we will actively invest finances to accelerate project implementation.”

Meanwhile, the second supplementary budget proposal of Boseong-gun is scheduled to be deliberated by the Budget and Accounts Special Committee during the 269th temporary session of the Boseong-gun Council and will be resolved and finalized at the plenary session on the 14th.
