Seoul City Youth Support Policy System and Efficient Implementation Enabled
Joint Proposal by All Members of the Youth Policy Special Committee for Partial Amendment of the Seoul Metropolitan Government Youth Basic Ordinance
[Asia Economy Reporter Jong-il Park] The Seoul Metropolitan Council's Special Committee on Youth Policy (Chairman Ho-pyung Kim) jointly proposed the partial amendment to the Seoul Metropolitan Youth Basic Ordinance, which passed the Administrative and Autonomy Committee review during the recess of the 296th Seoul Metropolitan Council extraordinary session held on the 3rd.
This amendment ordinance was proposed to reflect the provisions of the Youth Basic Act, which came into effect on August 5, into the Seoul Metropolitan Youth Basic Ordinance, thereby preventing conflicts between the higher law and the ordinance and establishing a legal basis for various youth policies in Seoul.
The amendment ordinance newly establishes specific provisions related to ‘Youth Enterprises’, ‘Youth Education’, ‘Protection and Promotion of Youth Health’, and ‘Youth Support Organizations’, and modifies some expressions to align with the higher law provisions and the realities of policy operation.
In particular, ‘Youth Enterprises’ were added as eligible recipients of administrative and financial support, broadening the scope of support for youth. Additionally, the composition of the ‘Youth Policy Coordination Committee’ was revised to increase the proportion of youth members from at least 5 appointed members to at least half, institutionalizing greater practical participation of youth in Seoul city administration.
Chairman Ho-pyung Kim stated, “Through this amendment to the Seoul Metropolitan Youth Basic Ordinance, we can faithfully reflect the aims of the newly implemented Youth Basic Act, and it will also facilitate a more systematic and efficient promotion of Seoul’s youth support policies.”
The amended ordinance will be promulgated and enforced after passing the Seoul Metropolitan Council plenary session and being sent to the Seoul Metropolitan Government.
