Gangnam-gu Proposes to Ministry of Land to Exclude 'Seoul Medical Center' from Public Housing Site
Jung Soon-kyun, Mayor of Gangnam-gu, Emphasizes "International Exchange Complex District and MICE Industrial Complex for Urban Competitiveness and Job Creation"
[Asia Economy Reporter Park Jong-il] Gangnam-gu (District Mayor Jeong Soon-gyun) requested the Ministry of Land, Infrastructure and Transport and the Seoul Metropolitan Government on the 2nd to withdraw the plan to supply 3,000 public housing units through the development of the Seoul Medical Center site in Samseong-dong, included in the government’s ‘Plan to Expand Housing Supply in the Seoul Metropolitan Area and Surrounding Regions.’
The Ministry of Land, Infrastructure and Transport and Seoul announced on the 4th of last month a plan to supply 3,000 public housing units by rezoning the 31,543,000㎡ Seoul Medical Center site in Samseong-dong, Gangnam-gu, from quasi-residential to general commercial area.
District Mayor Jeong Soon-gyun stated, “The district unit plan for the International Exchange Complex District previously established by Seoul City prohibits the construction of multi-family housing on the Seoul Medical Center site,” adding, “For securing competitiveness in the MICE industry and creating jobs as presented in the comprehensive development plan for the COEX to Jamsil Sports Complex area, the development must proceed as originally planned.”
In 2016, Seoul City set a goal to develop the site into a core space in Seoul by attracting four key functions: international business, MICE, sports, and cultural entertainment.
Currently, a total of 20.7 trillion KRW is expected to be invested in projects including the Hyundai Motor new headquarters (GBC) construction led by public and private sectors, Yeongdong-daero complex development, and the Jamsil MICE industrial complex creation.
Gangnam-gu proposed the formation of a practical task force (TF) to the Ministry of Land, Infrastructure and Transport and Seoul City to devise measures to secure insufficient housing supply.
Mayor Jeong said, “Through discussions in the TF, we will revitalize existing redevelopment, reconstruction projects, and street housing maintenance projects to secure the insufficient housing supply, including the planned 3,000 public housing units on the Seoul Medical Center site, and work on feasible alternatives.”

Residents of Gangnam-gu submitted 10,550 opposition petitions on December 19, 2018, requesting the original plan be implemented when Seoul City unilaterally announced a change in the urban development plan focusing on supplying 800 public housing units on the Seoul Medical Center site, and they are also opposing the current housing supply plan.
