North Korean State Affairs Commission Chairman Kim Jong-un visited South Hwanghae Province, which was hit by Typhoon Bavi, the 8th typhoon of the year, to directly assess the damage, reported the Korean Central News Agency on the 28th.

The agency stated, "Comrade Kim Jong Un toured the typhoon-damaged areas of South Hwanghae Province and assessed the damage situation," adding, "He called Comrade Ri Chol Man, Chairman of the South Hwanghae Provincial Party Committee, and received a detailed report on the province's damage situation."
At the site, Chairman Kim said, "The scale of damage caused by Typhoon No. 8 is less than expected," and added, "I was very worried, but I feel extremely fortunate that the damage is only this much."
Although the exact date and time of the inspection were not disclosed, considering that North Korean state media usually report on Kim's activities the following day and that "Bavi" made landfall in Hwanghae Province in the early morning of the 27th, it is highly likely that the inspection took place the previous afternoon.
Chairman Kim praised, "All party organizations and workers (cadres) immediately took preemptive safety measures upon receiving the Party Central Committee's instructions to thoroughly prevent damage caused by the typhoon with the correct crisis response awareness, thereby reducing casualties and minimizing damage in each sector."
He encouraged, "I positively evaluate that the national crisis management system for responding to natural disasters is being properly established and that crisis response capabilities are significantly improving."
Regarding crop damage, he ordered a prompt response.
Chairman Kim instructed, "Efforts must be made to minimize damage in the agricultural sector," and said, "Under coordination with agricultural science research institutions, accurately diagnose the condition of crop damage and establish measures to improve growth to minimize the reduction in harvest."
He especially emphasized, "When the people are in hardship and difficulty, deeply entering among them to share their joys and sorrows, giving them strength and courage, and sincerely helping them is one of the foremost tasks our Party must undertake," and ordered, "Mobilize all departments of the Party Central Committee for the restoration work of farmland and crop damage in South Hwanghae Province."
The agency reported that he appealed, "Let everyone raise their confidence in victory and wage an all-out struggle to quickly conclude the damage restoration work, so that we can proudly welcome the 75th anniversary of the Party's founding with glorious and fruitful achievements."
