Revealed in YouTube Live Broadcast 'Gwangsan-type Happiness New Deal Citizen Dialogue'
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Kim Samho, Mayor of Gwangsan District, Gwangju Metropolitan City, announced on the 20th at the district office during the online ‘Gwangsan-type Happiness New Deal On-Tact Citizen Dialogue’ that the ‘Gwangsan-type Happiness New Deal (hereinafter Happiness New Deal)’ to be promoted by Gwangsan District will practice ‘enhancing citizens’ immunity,’ ‘revitalizing the local economy,’ and ‘guaranteeing human dignity.’
Hosted by broadcaster announcer Son Jooeun and live-streamed on YouTube, Mayor Kim explained the Happiness New Deal policy of Gwangsan District to citizens connected online along with Professor Kim Junha of Gwangju Institute of Science and Technology, and held a Q&A session through pre-interviews and real-time comments.
Mayor Kim stated, “‘Happiness New Deal (DEAL)’ is a policy that embodies the will to recharge citizen happiness by combining the district administration values of Dignity, Energy, and Attraction with the Korean New Deal.”
He also introduced the contents of the Happiness New Deal, which will be implemented with a budget of 330 billion KRW across three main directions, eight sectors, and 26 tasks, and explained three major projects.
First, announcing the ‘Citizen Immunity Enhancement Project,’ Mayor Kim said, “While the previously promoted Safe Gwangsan Project focused mainly on disaster and social safety accidents, going forward, it must be expanded to include all fields, including health and hygiene.”
Specifically, to enhance citizens’ physical, mental, and social immunity, he conveyed plans to establish a ‘Respiratory Dedicated Clinic’ and expand the ‘Safe Restaurant’ pledge campaign, among other initiatives.
Furthermore, he mentioned the promotion of the ‘Self-Employed New Deal ? Bosses Standing Again,’ which aims to establish a foundation for small business owners’ independence and revitalize the local economy.
Mayor Kim, recognizing that “COVID-19 made it clear that industrial restructuring is inevitable, not just a simple economic downturn,” announced plans to establish a ‘Self-Employed Smart Support Center’ to promote a self-employed New Deal that can leap forward in the Fourth Industrial Revolution through the introduction of digital technologies.
Additionally, he introduced the ‘Green New Deal Always Happiness Project,’ which combines the Green New Deal with community welfare by converting permanent rental apartments into energy-efficient facilities and improving the overall welfare level of apartment residents.
Besides these, Mayor Kim also revealed plans to proceed with projects such as establishing a ‘Digital Innovation Center,’ a ‘Culture New Deal Specialized Complex,’ and an ‘Apartment-type Plant Factory.’
Professor Kim, who participated in the dialogue, explained the concept of the Korean New Deal and national strategies and tasks in terms understandable to citizens, and emphasized the contemporary significance of the Gwangsan Happiness New Deal by mentioning social immunity, self-employed survival strategies, and green remodeling.

Mayor Kim said, “Although the shape and size of happiness that citizens think of vary, we confirmed that the desire to be happy is one and the same,” and added, “Gwangsan District will strive so that each citizen can feel more happiness.”
