Ulsan Office of Education Limits School Attendance to 'Two-Thirds or Less'
Social Distancing Raised to Level 2 ... Measures to Minimize On-Campus Density Implemented
[Asia Economy Yeongnam Reporting Headquarters Reporter Kim Yong-woo] The Ulsan Metropolitan Office of Education will implement measures to minimize on-campus density by reducing the number of students attending school in person to less than two-thirds from the 18th to September 11th, in response to the resurgence of COVID-19.
The Office of Education has taken this step following the recent elevation of social distancing levels to Level 2 in Seoul, Gyeonggi, and Busan.
The government has mandated that kindergartens, elementary, and middle schools in the Seoul, Gyeonggi, and Incheon areas maintain school density at one-third, while high schools maintain two-thirds capacity. For regions outside the metropolitan area, maintaining two-thirds school density is strongly recommended.
However, the Ulsan Metropolitan Office of Education allows small-scale elementary, middle, and high schools (with 300 students or fewer) to conduct full in-person classes if there are no confirmed COVID-19 cases or nearby infections, after gathering opinions from the educational community including students and parents.
For 194 kindergartens, 128 with 100 or fewer students are encouraged to conduct in-person classes after consulting the educational community. After-school programs at kindergartens will operate normally.
Small-scale schools are appropriately sized schools aimed at minimizing on-campus density for quarantine, life guidance, and meal services. They correspond to about one-third of the criteria for oversized schools and overcrowded classes.
Among 121 elementary schools in the Ulsan area, 32 are small-scale schools; among 64 middle schools, 13; and among 58 high schools, 8 fall under this category.
Seven elementary schools, seven middle schools, and five high schools in Buk-gu, which have been conducting remote classes until the 21st, will be subject to the strengthened on-campus density minimization measures starting from the 24th.
For elementary school grades 1 and 2, in-person classes are recommended as much as possible considering the strengthening of basic education and childcare.

An official from the Ulsan Metropolitan Office of Education stated, “We will further strengthen the inspection of the school quarantine system to proactively respond to COVID-19 and work to eliminate educational disparities through various means including face-to-face and non-face-to-face methods.”
