National Tax Service Responds to Kim Dae-ji Nominee's Alleged Falsified Address Move: "Not True"
Candidate Kim Actually Resides in Jagok-dong House... "Not for Market Price Gain"
[Asia Economy Reporter Jang Sehee] On the 17th, the National Tax Service (NTS) refuted the allegations made by Yoo Kyung-joon, a member of the United Future Party, that Kim Dae-ji, the nominee for the Commissioner of the National Tax Service, committed false address registration for the purpose of housing subscription and children's education, stating that it is not true.
In a press release on the same day, the NTS stated that Kim met the eligibility requirements at the time of the housing subscription and won the general supply portion, which is unrelated to the points awarded for the number of dependents, and that he did not apply for the special subscription for (elderly parents). The candidate's application form held by Korea Land and Housing Corporation (LH) specifies that the number of dependents is two (spouse and child), and the candidate won first priority regardless of the number of dependents based on the number of subscription savings payments and the amount paid.
On the same day, Representative Yoo claimed that Kim had three instances of false address registration: once related to his daughter's education and twice for real estate investment. According to the personnel hearing materials submitted by Kim to Representative Yoo, Kim's mother moved her address to her home in Jamsil-dong, Songpa-gu, Seoul, in August 2010. Subsequently, Kim's family address was moved to his sister-in-law's apartment in Yeoksam-dong, Gangnam-gu, Seoul, after five months. Kim himself, his elderly mother, wife, daughter, and sister-in-law lived together in a three-room house. The residence period was about 10 months, from January 2011 to November 2011.
Representative Yoo also stated that when Kim returned from his study abroad in Canada in 2009 and moved to Jamsil, he maintained his address at Eunma Apartment in Daechi-dong, Gangnam-gu, Seoul. Yoo claims this is presumed to be false address registration to prevent his daughter from transferring schools.
The NTS explained that according to the housing occupant announcement, only those who have been continuously registered on the same resident registration for more than three years as of the announcement date are recognized as dependents. At the time of the announcement, Kim's elderly mother was not registered on the same resident registration, nor had she been registered for more than three years previously.
The NTS also explained that Kim's spouse, who moved into a Seoul apartment in July 2015, rented an apartment in Bukahyeon-dong in November 2017 for the convenience of their daughter's studies and registered the address to receive a fixed date certificate, but lived going back and forth between the Jagok-dong house and Bukahyeon-dong.
In Kim's case, the official residences for the Busan Commissioner and Deputy Commissioner were used only as lodging, and his official address was Jagok-dong, where he actually resided on weekends and during business trips to Seoul, so it is not considered that he held the property for capital gains. The NTS explained that there are automatic apartment management fee transfers, nearby credit card usage, public transportation usage records such as subway and train, utility bills, and various receipts at the address. The housing lessor, LH, renews the lease contract every two years and has checked actual residence annually to date, which is also confirmed in the "Residence Status Survey Form" prepared by LH.
