Emergency Inspection of Heavy Rain Chaired at Cabinet Meeting... "Most Casualties in 9 Years, Heartbreaking"
[Asia Economy Reporter Son Sun-hee] President Moon Jae-in said on the 11th regarding the nationwide heavy rain damage, "Now is the time to focus all efforts on damage recovery," and added, "I hope you swiftly assess the damage situation and mobilize all available resources such as contingency funds and disaster relief funds to ensure sufficient financial support."
On the morning of the same day, President Moon presided over an emergency Cabinet meeting on heavy rain at the Government Seoul Office and said, "Please review various financial support measures to ensure there are no setbacks in damage recovery." He continued, "The key to damage recovery is speed," and urged, "The government should pool nationwide capabilities to quickly restore major facilities such as roads, railways, dams, and embankments, as well as flooded houses, commercial buildings, and farmland."
This heavy rain has continued for 49 days as of this day, marking the longest rainy season on record. President Moon said, "Although we have steadily developed a safety management system through numerous national disasters, we have suffered the greatest loss of life in nine years due to this massive natural disaster caused by abnormal weather," and expressed deep condolences to the citizens affected by the flood damage, saying, "With a very sorrowful and mournful heart, I once again offer my deepest condolences." He added, "The government will do its best to help the displaced people, who must be feeling despair and frustration, return to their daily lives as soon as possible."
President Moon emphasized, "Please make every effort to prevent any further loss of life," and urged, "Please thoroughly carry out pre-evacuation measures in dangerous areas." He also said, "In border areas, landmines lost due to the heavy rain have been found, causing great anxiety among residents," and requested, "Please deploy sufficient military personnel and equipment for landmine detection to ensure the safety of residents."

The meeting was held with key participants including Cabinet members and local government heads joining via video conference from Seoul, the Government Sejong Office, and flood-affected sites. In the Jeonnam and Gyeongnam regions, where damage from the heavy rain was concentrated, Governor Kim Young-rok of Jeonnam and Governor Kim Kyung-soo of Gyeongnam each presented damage status and recovery plans. Subsequently, Defense Minister Jeong Kyeong-doo reported from Cheorwon, Gangwon; Minister of Agriculture, Food and Rural Affairs Kim Hyun-soo from Gochang, Jeonbuk; Minister of Environment Cho Myung-rae from Daechung Dam, Cheongju, Chungbuk; and Minister of Oceans and Fisheries Moon Sung-hyuk from Mokpo, Jeonnam, each reporting on the on-site situation.
