Two Teachers Involved in Illegal Filming in Gyeongnam Both Dismissed Through 'Expedited Disciplinary Action'

View original image[Asia Economy Intern Reporter Kang Juhee] Two teachers who installed illegal hidden cameras in the girls' restrooms of the schools where they worked in Gimhae and Changnyeong, Gyeongnam, have been dismissed.
The Gyeongnam Provincial Office of Education announced on the 10th that it applied the 'Sexual Violence Disciplinary Rapid Processing Procedure' to these teachers and decided on the severe disciplinary action of dismissal.
The Office of Education reportedly held a 'Sexual Harassment and Sexual Violence Deliberation Committee' on the 3rd and judged that severe disciplinary action separate from criminal punishment was necessary for these teachers.
According to Article 83, Paragraph 2 of the National Public Officials Act, when a disciplinary case is under investigation, the principle of criminal prosecution precedence requires waiting until the verdict of guilt or indictment is determined. However, there is an exception clause allowing the suspension of disciplinary procedures.
Based on this, the Office of Education proceeded with the rapid disciplinary procedure separate from criminal punishment for teachers A and B and decided on dismissal.
Earlier, at a high school in Gimhae, an illegal hidden camera installed by teacher A, in his 40s, was discovered in the girls' restroom on the first floor around 9:30 a.m. on June 24.
At a middle school in Changnyeong, it was found on the 26th of the same month around 11:30 a.m. that teacher B, in his 30s, had installed an illegal hidden camera in the girls' restroom on the second floor.
Teacher A was referred to the prosecution with a detention indictment opinion, and teacher B was referred with a non-detention indictment opinion.

This disciplinary action is the first case applied after the Office of Education established a policy to strongly punish sexual misconduct-related disciplinary cases regardless of the investigation status by law enforcement agencies.
