Nowon-gu Supports Representatives Assisting with Local Tax Appeals
Free Support for Low-Income Taxpayers Including Objection Form Preparation When Filing Local Tax Appeals
[Asia Economy Reporter Jongil Park] Nowon-gu (District Mayor Oh Seung-rok) supports the ‘Nowon-gu Selected Representatives’ to assist low-income taxpayers in filing appeals against local taxes.
The Selected Representative system is designed to help taxpayers who have objections to local tax assessments but are unable to hire tax representatives due to complicated procedures or financial difficulties.
Until now, the district has operated using the Seoul City’s pool of selected representatives, but to reduce the cumbersome procedures and time required to be designated by the city, it appointed its own selected representatives in July.
The appointed Nowon-gu selected representatives consist of three professionals?lawyers, certified public accountants, and tax accountants?each with more than three years of relevant experience and extensive expertise and knowledge in local taxes.
Taxpayers wishing to receive representative support can submit an application and required documents to the Tax Division 1 of the district office. After reviewing the taxpayer’s eligibility, a selected representative will be designated within seven days to provide free assistance with the appeal process.
Eligibility for application includes individual taxpayers with appeal amounts of 10 million KRW or less, whose combined spousal income is 50 million KRW or less, and whose owned property value is 500 million KRW or less. However, high-amount habitual delinquents subject to travel bans or public disclosure lists, including those related to tobacco, local consumption tax, and leisure tax, are excluded.
Meanwhile, the district also protects taxpayers’ rights through the ‘Village Tax Accountant’ system, which provides free tax consultations to residents via tax accountants assigned to each neighborhood, and the ‘Taxpayer Protection Officer’ system, where public officials assist taxpayers by handling grievances and requests for tax audit deferrals from the taxpayer’s perspective.
