Deputy Prosecutor General Jo Nam-gwan and Seoul High Prosecutor General Jo Sang-cheol... Yoon Seok-yeol's Checks Strengthened
[Asia Economy Reporter Choi Seok-jin] The Ministry of Justice carried out personnel appointments for senior prosecutors at the level of chief prosecutors and above on the 11th. In this reshuffle, close aides of Prosecutor General Yoon Seok-yeol (Judicial Research and Training Institute class 23) were demoted, while pro-government figures were appointed to key positions in large numbers.
The most closely watched figure, Lee Seong-yoon, Chief Prosecutor of the Seoul Central District Prosecutors' Office (class 23), was retained. Although a promotion to Chief Prosecutor of the Seoul High Prosecutors' Office was initially expected, it appears that the investigation into the 'media-prosecution collusion' case hindered this at the last minute.
Cho Nam-gwan, currently Director of the Prosecutor's Office at the Ministry of Justice (class 24), who is classified as pro-government, was appointed as Deputy Chief Prosecutor of the Supreme Prosecutors' Office, the closest aide to Prosecutor General Yoon.
The replacement of most of the senior executives assisting Prosecutor General Yoon at the Supreme Prosecutors' Office and the appointment of Director Cho as Deputy Chief Prosecutor is interpreted as a strategic move by Minister Choo Mi-ae to strengthen checks on Prosecutor General Yoon.
Shim Jae-cheol, Head of the Anti-Corruption and Strong Crime Division at the Supreme Prosecutors' Office, was appointed as Director of the Prosecutor's Office at the Ministry of Justice, a key position overseeing prosecution personnel affairs.
In this reshuffle, Lee Jung-hyun, First Deputy Chief Prosecutor of the Seoul Central District Prosecutors' Office (class 27), was promoted to Chief Prosecutor as Head of the Public Investigation Division at the Supreme Prosecutors' Office, and Shin Sung-sik, Third Deputy Chief Prosecutor, was promoted to Chief Prosecutor as Head of the Anti-Corruption and Strong Crime Division at the Supreme Prosecutors' Office.
Following recommendations from the Ministry of Justice and Prosecution Reform Committee, the positions of Chief Prosecutors at High Prosecutors' Offices, which are expected to have strengthened investigative authority, were reshuffled as follows: Cho Sang-chul, Chief Prosecutor of Suwon High Prosecutors' Office, was appointed Chief Prosecutor of Seoul High Prosecutors' Office; Park Sung-jin, Chief Prosecutor of Gwangju High Prosecutors' Office, was appointed Chief Prosecutor of Busan High Prosecutors' Office; Koo Bon-seon, Deputy Chief Prosecutor of the Supreme Prosecutors' Office, was appointed Chief Prosecutor of Gwangju High Prosecutors' Office; and Oh In-seo, Chief Prosecutor of Daegu High Prosecutors' Office, was appointed Chief Prosecutor of Suwon High Prosecutors' Office.
Jang Young-soo, Chief Prosecutor of the Seoul Western District Prosecutors' Office, was promoted to Chief Prosecutor of Daegu High Prosecutors' Office.
Kim Kwan-jung, Head of the Criminal Division at the Supreme Prosecutors' Office, who had been at odds with Prosecutor General Yoon, was promoted to Chief Prosecutor of the Seoul Eastern District Prosecutors' Office.
