Seongdong-gu 'Visiting Apartment Management Consulting' Receives Positive Response from Residents
Joint On-Site Inspection and Expert Consulting with External Specialists, Supporting Efficient Management and Operation
[Asia Economy Reporter Park Jong-il] Seongdong-gu (District Mayor Jung Won-oh) is promoting a “Survey on the Actual Conditions of Multi-family Housing” and “Visiting Apartment Management Consulting” to enhance transparency in multi-family housing management and foster a trustworthy community culture.
Recently, chronic resident conflicts and management fee disputes surrounding multi-family housing have intensified, but due to a lack of expertise among management entities, it has been difficult to resolve these issues.
In response, the district has taken steps to fundamentally improve the conflict structure by proposing and supporting systematic and rational multi-family housing management and operation measures.
First, the district is conducting a “Survey on the Actual Conditions of Multi-family Housing” to secure transparency in housing management. In collaboration with external experts such as housing managers, certified public accountants, and engineers, they are conducting focused inspections on the appropriate expenditure of long-term repair reserves and the operation status of resident representative meetings. Depending on the severity of each case, administrative guidance, corrective orders, and other measures are taken to raise awareness of transparent management.
From 2013 to 2019, inspections were completed for a total of 39 complexes. This year, starting from May, the survey is being conducted on six complexes in total during the first and second halves of the year.
Additionally, the district is currently providing “Visiting Apartment Management Consulting” for eight complexes, including Daeseong United Apartment. The consulting team, composed of experts such as housing managers, certified public accountants, and architects, supports specialized consultations in areas such as budgeting and accounting, construction and safety, and services and energy. They share best practices and propose ways to improve the efficiency of multi-family housing management.
A district official stated, “The consulting project contributes to establishing a proper multi-family housing management culture by delivering know-how for efficient management, such as reducing apartment management fees, and suggesting improvement measures. From 2017 to last year, it was operated for a total of 34 complexes, and we expect it to help create a better living environment by reducing complaints in management areas.”
