Kim Jong-in: "The Three Lease Laws Increased Tenant-Landlord Conflicts... Not Beneficial in the Long Term"
[Asia Economy Reporters Lee Ji-eun and Lim Chun-han] Kim Jong-in, Emergency Committee Chairman of the United Future Party, criticized the government ruling party-led 'Lease 3 Acts,' saying, "It has heightened the conflict structure between tenants and landlords," and "I do not believe it ultimately benefits tenants."
At the Emergency Committee meeting held at the National Assembly on the 3rd, Chairman Kim said, "I want to ask whether the government made a cold judgment on whether there is a possibility of success when it institutionally intervened in market prices."
He added, "At first glance, the Lease 3 Acts appear to have been swiftly amended to curb real estate speculation, but as a result, they have heightened the conflict structure between tenants and landlords," and said, "I would appreciate it if the government could consider that the more efforts it makes with such policies, the more housing supply disruptions will ultimately occur."
Regarding the prosecution investigation, Chairman Kim said, "Several cases, including the Ulsan mayoral election fraud and the Yoo Jae-soo (inspection suppression) case, have started investigations, but no one knows how they are progressing," and added, "If it is judged that further investigation is not possible, a conclusion should be declared."
He also addressed President Moon, saying, "If the president has spoken once, it should be strictly enforced whether those words are being implemented or not," and said, "When the president appoints the Prosecutor General, he instructs to 'conduct strict investigations without hesitation even against the living power,' so please check once again whether such instructions are being practiced."
Floor Leader Joo Ho-young also criticized, saying, "On the 30th of last month, the Democratic Party boldly passed the three laws related to monthly rent and jeonse (Lease 3 Acts) and was very pleased," and added, "Our party's lawmaker Yoon Hee-sook appropriately pointed out the substantive problems and painfully criticized procedural issues, but the Democratic Party not only refused to accept or reflect on this but also showed a very petty behavior of attacking the messenger personally."
He pointed out, "A person (Democratic Party lawmaker Yoon Joon-byung) who said something close to a slander that the late Seoul Mayor Park Won-soon was a precedent of the Me Too incident said, 'A world where everyone lives on monthly rent is coming, what's wrong with that?'" and "Chief Jang Ha-sung said, 'Not everyone needs to live in Gangnam, I know well because I lived there,' but I don't know how many Democratic Party lawmakers have actually lived on monthly rent and know about it properly."

Floor Leader Joo said, "Today at the Legislation and Judiciary Committee and tomorrow at the plenary session, they are threatening to pass real estate-related laws and tax laws," and added, "We will use all means available to us to inform the public of the problems of these laws, propose alternatives to minimize side effects, and mobilize all means to make the Democratic Party change its mind and enact more sophisticated legislation."
