Gwangju City Enacts Ordinance Supporting Wastewater Treatment in Industrial Complexes
[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Gwangju Metropolitan City announced on the 31st that it will enact the ‘Gwangju Metropolitan City Public Wastewater Treatment Facility Operation and Cost Burden Ordinance’ and promulgate it on the 3rd of next month to partially support the treatment costs of public wastewater treatment facilities for resident companies in three new industrial complexes, including Bitgreen Industrial Complex, to efficiently manage wastewater within the industrial complexes.
The main points of the ordinance include standards for installation and management of wastewater drainage facilities by business operators, burden standards such as usage fees for using treatment facilities, and entrusted operation management.
This ordinance was prepared to alleviate the usage fee burden on resident companies as the initial operation of the industrial complexes had few resident companies, resulting in insufficient wastewater volume and the living sewage treatment costs in residential areas not being realized, and a deficit in the operation costs of public wastewater treatment facilities was anticipated.
With the enactment of the ordinance, Gwangju City has established the basis for partial support of usage fees.
The public wastewater treatment facility construction project is an industrial complex infrastructure project to cleanly treat wastewater discharged from industrial complexes and discharge it into public water bodies.
Currently, Gwangju City is promoting projects at three locations: ▲ Bitgreen Industrial Complex Public Wastewater Treatment Facility (Phase 1 total project cost 15.4 billion KRW, treatment capacity 2,000 tons/day) ▲ Pyeongdong 3rd Industrial Complex Public Wastewater Treatment Facility (Phase 1 total project cost 12 billion KRW, treatment capacity 550 tons/day) ▲ Urban High-tech & Energy Valley Industrial Complex Public Wastewater Treatment Facility (Phase 1 total project cost 14.4 billion KRW, treatment capacity 1,000 tons/day).
Among these, the progress rate of Bitgreen Industrial Complex and Pyeongdong 3rd Industrial Complex is about 82% and proceeding normally, and the Urban High-tech & Energy Valley Industrial Complex being developed in Nam-gu is at the detailed design stage and is scheduled to begin construction in the second half of this year.

Kim Seok-woong, Director of the Environmental Ecology Bureau of the city, said, “Regarding the designation of Bitgreen Industrial Complex and others as economic free zones on the 3rd of last month, we enacted the ‘Public Wastewater Treatment Facility Operation and Cost Burden Ordinance’ to ensure that the corporate production activities and investment motivation of resident companies within the industrial complexes are not weakened. We will establish an efficient operation plan in preparation for the completion of public wastewater treatment facilities in the future and do our best in operation management.”
