The legislation is expected to include measures to eradicate unfair practices by delivery app platform operators against small business owners and to establish a foundation for win-win cooperation. They also discussed expanding the issuance of local love gift certificates to about 30 trillion won to revitalize the domestic economy. The originally planned issuance scale for this year was around 3 trillion won.
On the morning of the 31st, Park Hong-geun, Chairman of the Democratic Party's Euljiro Committee, said at a briefing on the 'Delivery App Platform Economy Win-Win Plan' held immediately after the 8th Euljiro Livelihood Issues Meeting at the National Assembly, "We have decided to enact the tentative Online Platform Fairness Act by the first half of next year to enhance transparency and fairness in transactions between platforms and tenant businesses, and to minimize legal gaps until the law is enacted by establishing soft norms."
Chairman Park explained the background, saying, "The party, government, and Blue House agreed on the need to prepare measures for voluntary win-win cooperation, prompt dispute resolution, and rights protection so that platform operators and tenant businesses can grow together as partners."

The 'Delivery Platform Win-Win Council,' involving platform operators, small business organizations, and the Ministry of SMEs and Startups, will also begin operating from September. This council is expected to address issues such as delivery app market commissions, advertising fees, and information monopolies.
On the same day, the party, government, and Blue House also discussed expanding the issuance scale of local love gift certificates to stimulate domestic consumption. According to Chairman Park, the Ministry of the Interior and Safety proposed issuing certificates worth 10 trillion won, but there was strong advocacy among responsible lawmakers to expand issuance to 30 trillion won. Earlier, the Ministry of the Interior and Safety had expanded the issuance scale of local love gift certificates from 3 trillion won to 6 trillion won using the first supplementary budget in March. The national subsidy rate will be maintained at 8%, which was applied to the additional issuance. The party, government, and Blue House also agreed to designate and promote at least one alley-type shopping district in each of the 227 basic local governments by the first half of next year.

To eradicate 'power abuse in the sports sector,' a performance evaluation for local sports councils will be newly established, incorporating human rights violations into the evaluation indicators. A status survey will be conducted on 927 workplace sports teams, and a consultation body for athletes and coaches of corporate teams will be formed. Punishment regulations for perpetrators of bullying will be established, and in cases of death due to workplace bullying, special labor inspections will be immediately implemented. Whether to apply these measures to workplaces with fewer than five employees will be studied in the second half of this year. To resolve unfair issues in the cultural, arts, and broadcasting sectors, the use of standard contracts between broadcasters and staff or writers will be made a condition for broadcasting license renewal approval.
