"Already the 5th accident... No leash used" Rottweiler owner punishment petition rises to Blue House
[Asia Economy Intern Reporter Kim Yeon-ju] A serious incident occurred where a Rottweiler, classified as a dangerous dog and not wearing a muzzle, bit and killed a small white dog during a walk. In response, a strong call for strict punishment regarding 'failure to wear a muzzle' has been posted on the Blue House National Petition board.
On the 29th, a petition titled "Rottweiler Dog Bite Death Incident, Please Prohibit the Owner from Keeping Dogs" was uploaded to the Blue House National Petition board. The petition also included footage of the incident.
The petitioner, who claimed to be a witness to the incident, stated, "The perpetrator (Rottweiler owner) has been letting the large dangerous dog, a Rottweiler, roam in a residential area without a muzzle or even a leash for a long time."
According to multiple media outlets, the incident occurred on the 25th on a street in Bulgwang-dong, Eunpyeong-gu, Seoul.
The Rottweiler, classified as a dangerous dog, immediately attacked and bit a Spitz nearby. Although the owners tried to intervene, the Spitz ultimately died, and its owner was also reported to have been injured.
The petitioner explained, "This is already the fifth accident with the same pattern," adding, "After the first dog death incident, the dog wore a muzzle for a while, but within a few months, it was again walked without a muzzle, only with a leash."
They further pointed out, "The problem is that the owner cannot control the dog and even neglects it without holding the leash," and questioned, "Is it acceptable that such a dangerous dog lives in front of the house and the owner faces no punishment?"
Under current law, Rottweilers are classified as dangerous dogs that are required to wear muzzles.
The petitioner strongly urged, "People who want to keep dangerous dogs should be required to obtain a license unconditionally," and "If a dangerous dog is walked without a muzzle, a fine of more than 10 million won should be imposed."
