Kang Ki-yoon, a member of the Future United Party (Changwon-si Seongsan-gu), announced on the 29th that an analysis of data from the Health Insurance Review and Assessment Service showed that from 2015 until the end of June this year, there were a total of 38,275 cases where hospitals overcharged for non-reimbursable medical fees and refunded patients, amounting to 10.6509 billion KRW.
By hospital type, refunds from tertiary general hospitals amounted to 4.12927 billion KRW, accounting for 38.9% of the total, the highest among all, followed by general hospitals, hospitals, and clinics.
By region, Seoul had the highest refund amount at 4.42601 billion KRW, followed by Gyeonggi with 1.68502 billion KRW, Busan with 975.87 million KRW, Incheon with 645.28 million KRW, Daegu with 412.62 million KRW, and Gyeongnam with 403.95 million KRW.
The Health Insurance Review and Assessment Service operates a 'Medical Fee Verification Service' that checks whether patients have appropriately borne non-reimbursable medical fees not covered by health insurance when paying for medical treatment at hospitals, and allows patients to receive refunds if they have overpaid.

Rep. Kang pointed out, "Currently, the Review and Assessment Service conducts the medical fee appropriateness verification service only upon patient request. The system should be improved so that even without patient application, the Service can review the 'appropriateness of annual medical fee payments' and notify patients and hospitals of the results on an annual or similar periodic basis."
