'EU's Response to Hong Kong Security Law: Restricting Export of Technologies Potentially Used for Repression'
[Asia Economy Reporter Lim On-yu] The European Union (EU) has decided to restrict the export of technologies to Hong Kong that could be used for suppressing civil society or surveillance in response to China's "Hong Kong National Security Law" (Hong Kong Security Law).
According to major foreign media on the 24th (local time), the ambassadors of the 27 EU member states expressed "serious concerns" about the Hong Kong Security Law and agreed on a series of sanctions, including a review of visa agreements related to Hong Kong.
The draft document from the EU includes content stating that the EU will restrict the export of certain sensitive equipment or technologies suspected to be used for internal repression, blocking internal communication, or cyber surveillance in Hong Kong. The EU also announced that it will review the impact of the Hong Kong Security Law on asylum, migration, visas, and housing policies, as well as reassess the effects on agreements currently held between the EU and Hong Kong.
These measures may be applied at the EU or individual member state level if deemed appropriate.
Foreign media described this as "the EU's first concrete response to the Hong Kong Security Law," adding that "the document is expected to take effect on the 28th."
In this regard, Bloomberg News reported earlier that EU member states supported measures such as restricting the export of equipment and technologies that could be used for law enforcement in Hong Kong and expanding scholarships for Hong Kong students. Bloomberg explained that such measures generally fall within the policy domain of individual member states rather than at the EU level.

Josep Borrell, the EU's High Representative for Foreign Affairs and Security Policy, who oversees the EU's external policies, stated after the meeting of foreign ministers of the 27 EU member states, "Today, we agreed to coordinate an EU response to show support for Hong Kong's autonomy and civil society," and announced that related responses would be prepared.
