Changwon Chamber of Commerce and Industry and Gyeongnam Employers Federation Welcome 'Ordinance Amendment on Knowledge Industry Centers'
Regulations Hinder the Positive Functions of Knowledge Industry Centers... Concerns Over Proliferation of Small-Scale Apartment-Style Factories
[Asia Economy Yeongnam Reporting Headquarters Reporter Hwang Choi Hyun-joo] The Changwon Chamber of Commerce and Industry, along with the Gyeongnam Employers Federation and the Korea Industrial Complex Corporation Gyeongnam Headquarters, expressed a welcoming stance on the amendment of the Changwon City Knowledge Industry Center ordinance.
On the 21st, the Chamber of Commerce and other organizations and institutions stated that the ordinance amendment is unrelated to the subdivision of factory land parcels.
Through a statement on the same day, the Chamber clarified that aside from the minimum industrial land subdivision area regulation of 1,650㎡ under the Act on the Promotion of Industrial Cluster Activation and Factory Establishment, there are no separate regulations restricting parcel subdivision. However, in the case of the Changwon National Industrial Complex, the basic management plan for the industrial complex stipulates that parcels larger than 10,000㎡ can only be subdivided into up to three parcels.
They also criticized recent concerns raised by the Justice Party and others about real estate speculation promotion, stating that the logic that ordinance repeal leads to parcel subdivision is very arbitrary and an unfounded unilateral claim. They argued that the city should immediately resolve the contradiction of regulating a project recommended by the government.
The Chamber pointed out, “The government encourages the construction of knowledge industry centers by providing tax and various support benefits in line with changes in the industrial paradigm, but Changwon City’s enactment of an ordinance in 2015 restricting construction on sites larger than 10,000㎡ is contradictory to policy direction.”
Moreover, they emphasized that the core content is the inability to build knowledge industry centers larger than 10,000㎡, which is a representative regulatory ordinance rather than support, and that Changwon City is the only local government that restricts the construction of knowledge industry centers by ordinance.
The organizations including the Chamber stated, “Regulations hinder the positive functions of knowledge industry centers and instead cause the proliferation of small-scale apartment-type factories,” and added, “They are attracting attention as new-concept complex industrial spaces that can foster convergence development between new industries and industries within urban areas, and concentrate financial, cultural, and convenience facilities for workers,” citing examples from other regions.

They continued, “Regulations only become obstacles to investment attraction and future growth,” and emphasized, “Bold deregulation to actively respond to changes in the industrial environment and enhance the competitiveness of industrial complexes should be the most urgent industrial policy that the city must resolve.”
