Seocho-gu Activates Flood Prevention Measures
Operation of Disaster Safety Countermeasures Headquarters, Drainage Inlet Dredging, Drainage Inlet Responsibility Management System Operation, Inspection of Public Facilities, Construction Sites, and Flood-Prone Areas, Landslide Prevention Projects, Care Services for Flood-Vulnerable Households, Installation of Flood Barriers in Semi-Basement Units, Operation of River Patrol Teams, etc.
[Asia Economy Reporter Park Jong-il] Seocho-gu (Mayor Jo Eun-hee) has prepared the 2020 flood prevention measures to prevent damage caused by heavy summer rains.
The measures include ▲ activation of the ‘Wind and Flood Disaster Safety Countermeasures Headquarters’ ▲ dredging of rainwater inlets and operation of the ‘Rainwater Inlet Responsibility Management System’ ▲ inspection of public facilities, construction sites, and flood-prone areas ▲ landslide prevention projects ▲ operation of care services for flood-vulnerable households ▲ installation of flood barriers in semi-basement units ▲ and operation of the ‘River Patrol Team.’
First, the district operates the ‘Disaster Safety Countermeasures Headquarters,’ which oversees wind and flood disaster situations, 24 hours a day to respond systematically to disaster situations.
Additionally, this year, 13,571 rainwater inlet facilities will be dredged, and the ‘Rainwater Inlet Responsibility Management System’ will be operated for a total of 30,603 rainwater inlets in the area. Public officials and residents are designated as rainwater inlet managers to check and report blockages, enabling quick resolution of problems. Inspections and maintenance have also been completed for 12 river sites, 7 rainwater pumping stations, and flood-prone areas such as construction sites.
Preparations for landslides are also thorough. Since the large-scale landslide on Umyeonsan Mountain caused by heavy rain in the summer of 2011, which resulted in significant casualties and property damage, large-scale landslide prevention facilities have been expanded. This year, erosion control channels have been created in landslide-prone areas, and dangerous slopes within forests have been reinforced. The ‘Landslide On-site Prevention Team’ is also operating to patrol and inspect landslide risk areas.
The ‘Care Service for Flood-Vulnerable Households’ is in operation, with 124 care officials sending disaster text messages and making guidance calls to 290 households, and providing damage assessment and recovery support in case of flooding.
In addition, installation of flood barriers has been supported for 64 semi-basement households.
Furthermore, to prevent isolation accidents in rivers, a river patrol team has been formed to continuously monitor the sites. The river patrol team, consisting of 2 to 3 members per team, will operate in heavily trafficked areas such as Yangjaecheon, Banpocheon, and Yeouicheon, guiding residents using the rivers to evacuate quickly.

Seocho-gu is investing approximately 200 billion KRW over about 10 years to build large-scale disaster prevention infrastructure such as ▲ new sewer culverts ▲ new rainwater storage tanks ▲ river maintenance to fundamentally solve flood damage in vulnerable areas, ensuring no damage even with rainfall of a 30-year frequency in preparation for climate change.
Mayor Jo Eun-hee stated, “We will meticulously prepare flood prevention measures again this year and do our best to protect the safety of residents,” adding, “We will complete the ‘Gangnam Station Watershed Separation Tunnel Construction’ and the ‘Seoun-ro Area Sewer Culvert Construction’ by 2021 to be able to cope with rainfall of a 30-year frequency.”
