On the 2nd, North Korean Chairman Kim Jong-un held an expanded meeting of the Political Bureau of the Central Committee of the Workers' Party at the Central Committee headquarters building, discussing important policy issues, according to a report by the Korean Central News Agency on the 3rd.
View original imageNorth Korean State Affairs Commission Chairman Kim Jong-un held a Workers' Party Political Bureau meeting for the first time in about three months and ordered the strengthening of the national emergency quarantine measures to respond to the novel coronavirus infection (COVID-19). This was the first public message since the sudden suspension of military actions toward South Korea, but there was no mention of inter-Korean relations.
The North Korean state media, Korean Central News Agency, reported on the 3rd that the 14th Enlarged Political Bureau Meeting of the 7th Central Committee was held on the 2nd at the Party Central Committee headquarters building, presided over by Chairman Kim. The meeting discussed the assessment of the COVID-19 response situation over the past six months and the strengthening of national emergency quarantine measures.
The agency stated, "Chairman Kim pointed out that in the current situation where the trend of reinfection and resurgence of malignant infectious diseases continues in neighboring countries and adjacent regions, and the risk is uncertain to be resolved, the quarantine frontline must remain fully alert without any complacency or negligence, re-examining and implementing quarantine work more strictly."
Chairman Kim also warned, "Premature relaxation of quarantine measures would cause an unimaginable and irreparable fatal crisis."
At this Enlarged Political Bureau meeting, issues related to accelerating the construction of the Pyongyang General Hospital, which Kim ordered to be completed by the 75th anniversary of the Party's founding in October, and measures to ensure medical services were also discussed. Chairman Kim expressed satisfaction with the progress of the Pyongyang General Hospital construction according to schedule and presented specific tasks regarding construction, material supply, and operational preparations.
The report conveying the results of this meeting made no mention of inter-Korean relations. Analysts interpret this Political Bureau meeting as reaffirming that the biggest issue currently facing North Korea is COVID-19.
Moon Jung-in, Special Advisor to the President on Unification, Diplomacy, and National Security, said on the same day regarding Kim’s convening of the Political Bureau meeting for COVID-19 response, "Doesn't this mean the COVID-19 situation is serious?" Appearing on CBS Radio, Advisor Moon emphasized, "The fact that quarantine measures were the core agenda at the Political Bureau meeting is quite meaningful," and argued that efforts should focus on inter-Korean quarantine cooperation.
Im Eul-chul, a professor at Kyungnam University’s Institute for Far Eastern Studies, said, "The report on the meeting results suggests that the North Korean authorities’ greatest concern will be focused on COVID-19 prevention for a considerable period going forward," adding, "It is expected that the COVID variable will have the most significant impact on decisions regarding relations with the U.S., South Korea, and the level of domestic and international military actions."

Jung Dae-jin, a professor at Ajou University, analyzed, "The militarization of inter-Korean affairs is carried out at the unit level under Chairman Kim, while he himself actively shows a focus on people’s livelihood, using this as an opportunity to present himself as 'Kim Jong-un, the working leader.'"
