Eunpyeong-gu, 3rd Year Organizational Restructuring of the 7th Elected Administration
Organizational Restructuring Plan Reflects Commitment to Realizing Social Value... Expected to Achieve Dual Benefits of Expertise and Efficiency
[Asia Economy Reporter Jong-il Park] Eunpyeong-gu (Mayor Kim Mi-kyung) will implement the third-year organizational restructuring of the 7th elected administration on July 1 to enhance organizational efficiency and realize social value.
This organizational restructuring involves reorganization between departments (guk, 局) considering work connectivity and expertise, and strengthens organizations related to residents' safe living, child care, and post-COVID-19 health city preparedness.
The district explained that while maintaining the basic framework of the first organizational restructuring of the 7th elected administration, it will prioritize restructuring in necessary areas to secure sustainable growth engines for the district, aiming to realize the 7th administration’s vision of "A New Tomorrow for Eunpyeong."
Specifically, the existing Urban Environment Bureau and Construction and Transportation Bureau will be reorganized into the Transportation Environment Bureau and Urban Construction Bureau. The Transportation Administration Division, Environment Division, Resource Circulation Division, Urban Landscape Division, and Parking Management Division will be reorganized under the Transportation Environment Bureau, while the Urban Planning Division, Residential Regeneration Division, Architecture Division, Road Division, Flood Control Division, and Parks and Greenery Division will be reassigned under the Urban Construction Bureau.
Through this bureau reorganization, work efficiency in living and environmental sectors will be enhanced by linking related departments such as transportation, resource circulation, and fine dust management. Additionally, the linkage of departments related to urban infrastructure promotion such as urban planning, architecture, and roads will strengthen cooperation with Seoul City and maximize the utilization of technical personnel’s expertise.
Furthermore, the Computer Information Division will be reorganized into the Smart Information Division, integrating 4th Industrial Revolution technologies with urban regeneration to transform the city’s structure through smart city creation policies, guaranteeing residents’ basic communication rights. A Smart Video Team will be newly established to focus on CCTV monitoring tasks, thereby enhancing residents’ safety.
In addition, with the restructuring of the taxation system allowing the district to directly handle personal local income tax reporting, a Local Income Tax 2 Team will be newly established in the Taxation Division 2. The restructuring also reflects a commitment to realizing social values such as protecting human rights and providing health and welfare services that enable healthy living.
A Child Protection Team will be newly established in the Family Policy Division to strengthen Eunpyeong-gu’s role in preventing and responding to child abuse. This follows the transfer of child abuse investigation duties to the district, with Eunpyeong-gu proactively creating a dedicated team and assigning abuse investigation officers and child protection specialists to focus on eliminating blind spots in child care.
The animal welfare duties previously under the Job Policy Division will be transferred to the Pet Team in the Family Policy Division. This is expected to play a leading role in establishing an advanced pet culture where humans and animals coexist.
Finally, a Health City Team has been newly established in the Health and Hygiene Division of the Public Health Center. This reflects a strong commitment to promoting health-friendly urban policies across all policy areas pursued by the district.
Eunpyeong-gu plans to focus on two main areas this year: proactively responding to infectious diseases like COVID-19 and securing the health rights of all residents through improvements in the walking environment, as well as creating a resource-circulating city by reducing waste, thereby fostering an active living environment and enhancing health equity.
