Chosun University Hosts Academic Seminar on the Effectiveness of Public-Private University Policy
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] The Empirical Research Group on Public-Private Partnership Universities at Chosun University (Research Director: Professor Ji Byeong-geun, Department of Political Science and Diplomacy) announced on the 26th that it held an academic seminar on the 25th under the theme of "The Effectiveness of Public-Private Partnership University Policy."
The research by the Empirical Research Group on Public-Private Partnership Universities at Chosun University aims to introduce the core elements of public-private partnership universities into private university settings, study the results, and prepare implementation plans for the public-private partnership university policy. The research has been ongoing since March.
In addition to the research group (Research Director Ji Byeong-geun), experts such as Han Ji-young (Chosun University, Department of Law), Kim Chun-sik (Dongshin University, Department of Energy Systems Management Engineering), Kim Jeong-yeon (Yonsei University, Digital Social Science Center), and Yoon Kwang-il (Sookmyung Women’s University, Department of Political Science and Diplomacy) were invited to conduct a mid-term review of the achievements of the "Empirical Research on Public-Private Partnership Universities."
The seminar consisted of ▲ Research trends and effects of core elements of public-private partnership universities (literature analysis and empirical analysis) ▲ Perceptions of public-private partnership universities (quantitative research) ▲ Perceptions of public-private partnership universities (qualitative research) ▲ Comprehensive discussion.
Discussants pointed out that the level of government support for private universities in Korea ranks among the lowest among OECD countries. They also discussed that if the government, which recently nearly doubled financial support only for national universities, does not provide separate support for private universities that account for about 80% of university education, the quality of domestic university education will inevitably deteriorate.
Furthermore, if the public-private partnership university model is implemented, private universities including Chosun University, which receive financial support from the government, must consider "what they can practically give back to the local community." They urged universities to present a vision for this and make efforts to build consensus among citizens.
Since the public-private partnership university policy concerns the entire private education sector rather than individual private schools, opinions were also presented that nationwide solidarity and cooperation are necessary to enhance the publicness of higher education in order to promote this policy.
The research group made the meeting scenes available to applicants through the video conferencing program "Zoom," and the meeting video will be edited and later disclosed to members as well.

Meanwhile, the final report of the research group was originally scheduled for June but the research period was extended to ensure thoroughness. The research group plans to submit the final report to the Ministry of Education next month.
