Improvement of Promotion Bonus System and Expansion of Personnel Authority for Field Commanders
[Asia Economy Reporter Park Hyesook] The Korea Coast Guard announced on the 25th that it has fully revised the "Regulations on the Appointment of Police Officers Affiliated with the Korea Coast Guard" and established related enforcement rules to create an independent personnel management system.
The revised regulations include field-oriented improvements such as the introduction of a specialized position system for coast guard officers, removal of limits on special promotions, shortening of career evaluation periods, and improvement of the promotion point system.
Additionally, the personnel authority of field commanders will be expanded by increasing the appointment rights of local coast guard chiefs for recruitment exams and special promotions, as well as the heads of the Central Maritime Special Rescue Unit and the Coast Guard Research Center.
Until now, coast guard officers were subject to the Police Officer Appointment Decree and Police Officer Promotion Appointment Regulations of the National Police Agency. This caused difficulties in personnel management such as recruitment and promotion suitable for the different work environments of the coast guard compared to land police.
The Korea Coast Guard expects that by establishing an independent personnel legal system through this revision of its own regulations and the establishment of enforcement rules, it will be able to cultivate expertise in fields such as investigations.

A Korea Coast Guard official stated, "In accordance with the enforcement of the Maritime Police Act, we have strengthened expertise and established an effective independent personnel law," adding, "We will continue to implement innovative personnel systems to build a trusted Korea Coast Guard."
