Wando-gun Selects Outstanding Public Officials for Proactive Administration in the First Half of the Year

View original image[Asia Economy Honam Reporting Headquarters Reporter Choi Kyung-pil] Wando-gun, Jeollanam-do (Governor Shin Woo-cheol) selected three exemplary proactive public officials in the first half of the year on the 24th to promote a culture of proactive administration and boost morale.
Ko Soo-young, team leader of the Legal Statistics Team in the General Affairs Division, who was selected as an outstanding proactive public official, was recognized for her achievement in continuously proposing to Jeollanam-do, the Ministry of Oceans and Fisheries, and the Ministry of Justice to expand the employment of foreign seasonal workers beyond the land processing sector to include seaweed production such as kelp and sea mustard, as well as the fisheries sector. As a result, Wando-gun became the first in the nation to pilot the ‘Foreign Seasonal Worker Program’ exclusively.
Kim Deok-jun, administrative officer of the Fisheries Policy Guidance Team in the Fisheries Management Division, was selected as an outstanding proactive public official for resolving complaints and preventing property damage by reaching an agreement to transfer the fishing rights of Soan Dangsado, which had been operated under a lease, to the Fisheries Cooperative.
Kim Ran, team leader of the Tourism Policy Team in the Tourism Division, recognized the prolonged suspension of cultural tourism interpreters’ activities due to COVID-19 and, to support their livelihood stability, became the first in the nation to acknowledge SNS tourism promotion activities and provide activity fees. This has been cited as a model case within Jeollanam-do.
The three selected outstanding proactive public officials will receive incentives including prize money, a one-grade increase in performance bonuses, an additional 0.3 points in performance evaluation, and three days of reward leave.
The outstanding proactive public officials are selected based on Article 13 of the ‘Local Public Officials Proactive Administration Operation Regulations’ and Article 3 of the ‘Wando-gun Proactive Administration Operation Ordinance’ according to the ‘2020 Wando-gun Proactive Administration Implementation Plan.’
Accordingly, the county received recommendations for 14 outstanding public officials who contributed to creative and challenging policy promotion, achievement of results, regulatory innovation, resolution of complaints or resident conflicts, improvement of public service quality, and discovery and promotion of new policies.
The final three were selected by combining the results of the first practical committee review (30%) and the second Wando-gun Proactive Administration Support Committee review (70%) of the recommended officials.

Jung Seok-ho, deputy governor and chair of the Wando-gun Proactive Administration Support Committee, stated, “We will establish proactive administration cases and systems that can confidently compete with other local governments, provide exceptional incentives to outstanding public officials to encourage continuous interest and participation in proactive administration among employees, and spread a culture of proactive administration.”
