Jongno-gu to Promote 'Active Administration' for Enhancing Resident Convenience

[Asia Economy Reporter Jongil Park] Jongno-gu (Mayor Kim Young-jong) has established the '2020 Jongno-gu Proactive Administration Implementation Plan' to firmly establish proactive administration as an organizational culture within the public service and is now actively working to improve resident satisfaction.
This is to flexibly respond to rapidly changing administrative environments, including urgent issues such as the prolonged outbreak of the novel coronavirus infection (COVID-19) that has recently occurred.
Last year, the Presidential Decree established the 'Regulations on the Operation of Proactive Administration for Local Public Officials,' and in line with the Ministry of the Interior and Safety's notification of the '2020 Local Public Officials Proactive Administration Operation Guidelines' in May this year, Jongno-gu enacted the 'Ordinance on the Operation of Proactive Administration in Jongno-gu' on the 5th of this month to lay the institutional foundation.
Additionally, by establishing the implementation plan this time, the promotion system has been built, and efforts are being made to enhance resident convenience.
Jongno-gu's proactive administration implementation plan consists of 17 core tasks across four areas: ▲organization of the proactive administration promotion system ▲preferential treatment for proactive public officials ▲protection and support for proactive public officials ▲eradication of passive administration.
First and foremost, as a key task, proactive administration education will be provided to all employees to spread the atmosphere of proactive administration within the organization, and an excellent proactive administration case competition will be held every February and August.
This is to discover proactive administration cases that residents can feel, and excellent cases will be selected by evaluating the importance and difficulty of the task, resident perception, and the creativity and expertise of the person in charge.
Furthermore, a Proactive Administration Support Committee will be formed and operated. The committee is responsible for deliberating and deciding on the establishment of the proactive administration implementation plan, selection and preferential treatment of excellent public officials, and other matters.
To protect and support proactive public officials, effective pre-consultation and legal support will be provided. If difficulties arise in decision-making during the proactive execution of tasks, the Audit Officer may request advice from the Proactive Administration Support Committee for deliberation.
Conversely, to eradicate passive administration, internal inspections will be conducted once quarterly, with strict measures taken against malicious and habitual cases, and any unreasonable matters in laws or systems will be improved.
Last year, Jongno-gu achieved the great honor of winning the Prime Minister's Award at the 4th Proactive Administration Excellent Case Competition hosted by the Ministry of Personnel Management with the theme 'Security Lights - Reporting Road Name Addresses via QR Codes. Budget Savings as a Bonus!'. Jongno-gu assigned location information and unique QR codes to about 10,000 security light tags in the area and established a security light management system, drastically reducing the time required to process complaints about security light malfunctions, earning high praise.

Mayor Kim Young-jong stated, "In the face of rapid changes in the administrative environment, we judged that passive responses relying only on existing systems and precedents cannot overcome crisis situations. Based on creativity and expertise, we will boldly improve regulations and precedents that do not fit reality and establish a proactive administrative public service culture that residents can feel." He added, "We will strive to implement an administration that is more loved and trusted by residents without settling for the present."
