Damyang County Council Adopts Resolution Urging Full Revision of Local Autonomy Act
[Asia Economy Honam Reporting Headquarters Reporter Kim Yuk-bong] The Damyang County Council in Jeollanam-do (Chairman Kim Jeong-o) announced on the 23rd during the 2nd regular session of the 294th Damyang County Council that it proposed and adopted a resolution strongly urging the full revision of the Local Autonomy Act to strengthen resident sovereignty.

In this resolution, which was primarily proposed by Councilor Kim Mira, the Damyang County Council urged the government and the National Assembly to immediately revise the Local Autonomy Act in the 21st National Assembly to establish an institutional foundation for substantial regional balanced development of local autonomy and to improve administrative and financial inefficiencies.

The full revision bill of the Local Autonomy Act, which was discarded as the 20th National Assembly's term ended, was the first full revision in 32 years since the revival of local autonomy in 1988. Its main points include revitalizing resident autonomy, independence of personnel authority for local councils, and expanding the autonomy of local governments in organizational management.

Chairman Kim Jeong-o said, “We urge the 21st National Assembly to promptly pass the full revision bill of the Local Autonomy Act for a better future and the realization of resident sovereignty,” adding, “The full revision of the Local Autonomy Act in response to the changing local administrative environment and local decentralization is an inevitable demand of the times.”

Meanwhile, the Damyang County Council decided to deliver this urging resolution to the National Assembly, the Ministry of the Interior and Safety, and the Secretariat Offices of the National Association of City, County and District Councils.
