Jeonnam Provincial Assembly Member Kim Ki-tae, Leads Proposal to Amend Ordinance Supporting Artists
Support for Online Performances and More for Performing Artists Hit Hard by COVID-19
[Asia Economy Honam Reporting Headquarters Reporter Kim Chunsu] The Jeonnam Provincial Council has stepped up to help local artists struggling due to the COVID-19 pandemic.
The Jeonnam Provincial Council announced on the 10th that the "Partial Amendment Ordinance on the Promotion of Welfare for Artists in Jeollanam-do," primarily proposed by Assemblyman Kim Gitae, was reviewed and approved by the relevant standing committee on the 8th.
The main content of the ordinance amendment includes the establishment of projects for sexual harassment and sexual violence prevention education for artists and support for victim relief to prevent the recurrence of Me Too incidents in the arts community.
It also allows support for emergency welfare support projects for artists, setting the criteria such that applicants for the emergency welfare support project for artists and the spouses of applicants registered on the same resident registration as the applicants must have an income recognition amount at or below 120% of the median income based on the "National Basic Livelihood Security Act" standards.
According to the 2018 Artist Survey conducted every three years by the Ministry of Culture, Sports and Tourism, 7 out of 10 artists earn less than 1 million KRW per month from their artistic activities.
Additionally, although over 70% of full-time artists in Jeonnam are freelancers, the subscription rates for employment insurance (33.8%), industrial accident insurance (28.2%), and national pension (47.4%) are less than half, reflecting a reality where even basic social safety nets are lacking.
Assemblyman Kim Gitae stated, "The treatment and creative environment for artists, already difficult, have worsened to the worst due to the COVID-19 situation. We prepared the ordinance amendment to help artists maintain a minimum livelihood by guaranteeing their creative activities as professionals in the event of a disaster."

Meanwhile, the Jeonnam Culture and Tourism Foundation plans to promote within this month the projects proposed by Assemblyman Kim Gitae, including support for performing artists' ▲internet performances ▲audience-free video productions ▲online performance activities, and a public contest for programs to strengthen the capabilities of performing arts organizations.
