Introduction of Mid-term Workforce Management and Redeployment Plan System in Public Institutions... Strengthening External Organizational Diagnosis
[Asia Economy Reporter Kwangho Lee] A system for establishing mid-term workforce operation plans and redeployment plans has been introduced in public institutions, and external organizational diagnoses will be strengthened. This measure comes in response to the rapid increase in personnel following the implementation of the autonomous staffing adjustment system amid the growing number of public institutions.
The Ministry of Economy and Finance announced on the 8th, "After gathering opinions from public institutions, we have prepared amendments to the 'Public Institution Workforce Operation Efficiency Plan' and the 'Guidelines on Management of Public Enterprises and Quasi-Governmental Institutions.' Following the resolution of the Public Institution Management Committee on the 5th, these were distributed to all 340 public institutions today."
First, to activate workforce operation from an overall and mid- to long-term perspective, a mid-term workforce operation plan system will be introduced.
Each institution must establish a three-year workforce demand forecast and operation plan linked to mid- to long-term management goals, business plans, and management environment. Each institution will prepare a mid-term workforce operation plan by the end of February every year, including analysis of past workforce operations, mid-term basic directions, and plans, and submit it to the Ministry of Economy and Finance after consultation with the relevant ministry.
Each institution is expected to actively utilize the plan as a basis for workforce operation, and the Ministry of Economy and Finance will use it in the public institution workforce policy process, including discussions on workforce increases. The system will apply to all public institutions and will be piloted this year before full implementation from next year.
Additionally, a redeployment plan system will be introduced to respond to changes in functions and workload of public institutions by reallocating part of the existing workforce to new demand and field service areas. This aims to strengthen public institutions' responsiveness to new sectors such as the 4th Industrial Revolution, the Korean New Deal, and the realization of social values.
Each institution will exclude from the general regular staff quota as of the end of the previous year those positions that are difficult to redeploy due to the nature of the work (such as special positions, open-type contract positions, temporary quotas), and establish a redeployment plan for a certain proportion of the remaining quota. When preparing the plan, institutions must identify redeployable quotas from areas with reduced functions and workload through organizational diagnosis and present detailed implementation plans including redeployment demand and execution schedules by major types such as between functions, between headquarters and branches, and among branches.
The Ministry of Economy and Finance will use the redeployment plan as a criterion for reviewing the appropriateness of workforce increase requests by institution and will check the implementation performance of redeployment plans through management evaluations. The system will be fully implemented from this year for all public institutions with workforce increase requests.
Furthermore, for institutions where inefficiency in workforce operation is a concern, mandatory organizational diagnosis by external consulting firms will be conducted to review overall workforce operations.
The Ministry of Economy and Finance will select and notify institutions subject to mandatory organizational diagnosis based on regular disclosures and management evaluation results by the end of July each year. Institutions that undergo organizational diagnosis must submit the results to the Ministry and reflect them in the next year's mid-term workforce operation plans. The system will initially apply to public enterprises and quasi-governmental institutions and will be fully implemented from next year.
A Ministry of Economy and Finance official stated, "We will ensure that the three core tasks of the public institution workforce operation efficiency plan are implemented without delay from this year by reflecting them in the guidelines on management of public enterprises and quasi-governmental institutions. We will also continuously monitor and supplement field difficulties and suggestions to stabilize and improve the system."
