Suncheon City Council Urges Legal Revisions for Long-Term Abandoned Building Maintenance
[Asia Economy Honam Reporting Headquarters Reporter Lee Hyung-kwon] The Suncheon City Council (Chairman Seo Jeong-jin) urged the revision of related laws for the maintenance of long-term abandoned buildings at the first plenary session of the 242nd first regular meeting held on the 2nd.
According to Councilor Jang Sook-hee, who proposed the urging resolution, there were 322 buildings nationwide that were long-term abandoned due to construction suspension in 2019. She stated that as urban policies focused on development continuously expand the city center, the number of long-term abandoned buildings is also increasing.
She pointed out that while buildings whose construction was suspended after groundbreaking can be maintained according to related laws, there is no proper legal basis for maintaining large buildings that have been long-term abandoned due to bankruptcy or closure during operation after completion.
She emphasized that in such cases, the buildings are left unattended in a state beyond individual control, and now it is urgent to revise the supporting legal basis so that the administration can actively intervene and solve the problem.
Suncheon City Council had already urged the revision of the "Special Measures Act on the Maintenance of Long-term Abandoned Buildings Due to Construction Suspension" at the 228th second regular meeting in November 2018, but it has not been reflected to date.
Accordingly, through the resolution, the Suncheon City Council reiterated the call to revise the title of the law from "Special Measures Act on the Maintenance of Long-term Abandoned Buildings Due to Construction Suspension" to "Special Measures Act on the Maintenance of Long-term Abandoned Buildings" and to include "buildings abandoned due to bankruptcy or closure during operation after construction completion" in the "applicable buildings" category.

Meanwhile, the urging resolution passed at the plenary session on the day is scheduled to be sent to the Blue House, the National Assembly, the Ministry of Land, Infrastructure and Transport, and the National Association of Mayors, County Governors, and District Heads.
