Public Notice for Inspection of ‘Seocho-ro District Unit Plan Revision’ Covering 580,000㎡ Along Seocho-daero from May 28 to June 11 (14 Days)
[Asia Economy Reporter Jongil Park] Seocho-gu (Mayor Eunhee Jo) announced that it will establish plans tailored to the conditions of each zone, including the court complex, Jinheung Apartment, and Lotte Chilsung site, for the 580,000㎡ area along Seocho-daero from Gangnam Station to Seocho Station, and will publicly display the “Seocho-ro District Unit Plan Reorganization (Draft)” for 14 days from the 28th to June 11.
The “Seocho-ro District Unit Plan Reorganization (Draft)” was prepared after more than three years of review by Seoul City and related experts since 2017, as well as three joint city-district briefing sessions, and sufficient consultation with Seoul City.
The main contents of this public display draft include ▲division of large-scale sites such as Lotte Chilsung and Kolon sites into special planning zones by owner ▲incorporation of the Jinheung Apartment zone to extend Gangnam downtown commercial functions to Seocho-daero ▲relaxation of dual height regulations in the court complex area (from Type 2, 7 floors → Type 2) and improvement of floor area ratio application standards for the rear parts of commercial areas.
First, the Lotte Chilsung site area, which has remained undeveloped for a long time due to disagreements among landowners, was subdivided into special planning zones according to land ownership status, and the plan reflects allowances for underground or aboveground connecting passages to enable linkage plans between large-scale sites.
The district expects that if prior negotiations or detailed development plans are established for this site, the zoning can be upgraded to commercial areas, attracting development demand twice the size of the nearby Samsung Town, creating quality jobs, and cultural and convenience facilities that meet various resident needs through public contributions will be established.
Next, to strengthen the function of the Seocho-daero central area and expand urban functions, the Jinheung Apartment site was included in the district unit planning zone.
This opens the way for zoning upgrades when establishing apartment maintenance plans, and through public contributions, a large-scale rainwater retention basin will be installed in the Gangnam Station area, which is prone to frequent flooding, enabling the activation of Seocho-daero street functions and the introduction of urban residential facilities.
Also, the court complex area, which is subject to dual height regulations by maximum height district and zoning (Type 2 General (7 floors) → Type 2 General), will have these regulations gradually eased, and old buildings over 15 years old that are difficult to rebuild will be designated as remodeling activation zones to allow extensions in the future.
Additionally, the “Seocho-ro District Unit Plan Reorganization (Draft)” newly introduces incentives for street activation by allowing certain floors to be open with external stairs on the front or sides of buildings, enabling direct access from the road to basement level 1 or second floor, and applies the floor area ratio for the rear parts of commercial areas the same as the main road system to ensure proper urban commercial functions.
Furthermore, as a result of improvements to public restrooms promised by Seocho-gu Mayor Eunhee Jo following the “random murder incident” that occurred around Gangnam Station in 2016, the plan includes measures to separate male and female restrooms in new buildings and provide incentives when the number of women’s restrooms exceeds the standard.
The district plans to request Seoul City to make a decision in July after public display of the “Seocho-ro District Unit Plan Reorganization (Draft)” and consultation with the district’s Urban and Architecture Joint Committee.

Mayor Eunhee Jo said, “This district unit plan, created through sufficient discussion with Seoul City, along with the Naebang Station district unit plan approved on the 13th, is expected to deliver Gangnam downtown functions to Isu Station through Seocho’s east-west axis, becoming a new growth engine and a new global landmark for Seocho-gu.”
