Chonnam National University Hospital "Will Strengthen Transparency in Personnel Recruitment"
Announcement of Internal Audit Results on Recruitment Irregularities
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Jeonnam National University Hospital has disclosed the results of its internal audit on recruitment irregularities following the 2019 National Assembly audit's criticisms.
According to Jeonnam National University Hospital on the 21st, the hospital's audit office conducted a focused internal audit on the entire recruitment-related personnel system last October during the Ministry of Education's special investigation and the police investigation.
The audit results proposed 16 improvement suggestions, including ▲strengthening the fairness of recruitment exams ▲enhancing transparency in personnel affairs ▲improving professionalism and accountability in exam management.
Looking at the main points, strengthening the fairness of recruitment exams included proposals such as outsourcing question setting externally, establishing objective evaluation criteria for document and interview assessments, and excluding relatives or stakeholders from exam committees.
In the personnel transparency enhancement section, the proposals included having more than 50% external members participate in personnel (disciplinary) committees composed only of internal personnel, introducing an internal open recruitment system for candidates for the secretary-general promotion, and disclosing work performance evaluations.
To improve professionalism and accountability in exam management, the recruitment tasks previously handled by one person were reorganized to establish and operate a separate team.
This audit was conducted by a special audit team composed of external auditors recommended by the Gwangju-Jeonnam branch of the Minbyun (People’s Solidarity for Participatory Democracy), the Gwangju Civic Group Council, and the Gwangju Metropolitan Office of Education, along with internal audit personnel, following last year's National Assembly audit.
Lee Seong-gil, Standing Auditor of Jeonnam National University Hospital, stated, “Just as Jeonnam National University Hospital has sufficiently fulfilled its role as a regional base hospital during the COVID-19 situation and met the expectations of local residents, we will innovate the hospital system based on the results of this internal audit. We hope this will be an opportunity to faithfully fulfill our social responsibilities as a public institution and to become a trusted smart hospital for the local community.”
Hospital Director Lee Sam-yong said, “We humbly accept the results of the internal audit and will do our best to reflect the audit office’s opinions in the final plan of the Innovation Committee to further advance the hospital operation system.”
Meanwhile, regarding the recruitment irregularities at Jeonnam National University Hospital, the Ministry of Education’s special investigation resulted in severe disciplinary actions and cancellation of acceptance and appointment for those involved. The police investigation was recently completed and the case has been forwarded to the prosecution.
