Assemblyman Lee Gae-ho to Propose the 21st National Assembly's First Bill: Amendment to the '5·18 Special Act'
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Rep. Lee Gae-ho (Democratic Party, Damyang·Hampyeong·Yeonggwang·Jangseong) plans to propose the amendment to the ‘5·18 Democratization Movement Special Act’ as the first bill of the 21st National Assembly.
Rep. Lee explained that the reason for proposing this bill as the first bill of the 21st National Assembly is to properly inherit and develop the spirit of the 5·18 Democratization Movement for future generations and make it a proud history of the Republic of Korea.
This amendment specifically includes punishment provisions such as prohibiting acts that distort, slander, or fabricate the historical truth of the 5·18 Democratization Movement, or damage the honor and dignity of individuals and organizations related to the democratization movement, with violations punishable by up to 7 years imprisonment or a fine of up to 70 million won.
Additionally, it mandates the promotion of commemorative projects and requires the singing of the ‘March for the Beloved’ at memorial ceremonies to honor the spirit of the 5·18 Democratization Movement.
Rep. Lee stated, “Even after 40 years, wrongful acts that distort and disparage the spirit of 5·18 continue. We plan to prevent distortion through false agitation by law and inherit the spirit of Gwangju. Since related bills were not passed in the 20th National Assembly, we will ensure their passage in the 21st National Assembly.”

Meanwhile, Rep. Lee Gae-ho was the only Democratic Party lawmaker from Gwangju and Jeonnam in 2017 to lead the representative proposal of the ‘Special Act for the Truth Investigation of the 5·18 Democratization Movement’ as a party resolution, which passed the plenary session in February 2018. According to this law, the Truth Investigation Committee has been formed and began full-scale truth verification work starting in May.
