Various analyses have emerged regarding the reasons for his victory, with one suggesting that the support of first-term lawmakers, who acted as the 'casting vote' in this election, was crucial. Earlier, Kim had campaigned under the slogan 'First-term members come first' and promised priority committee assignments for first-term lawmakers.
As the Moon Jae-in administration enters its fourth year, with the need to accelerate policies, budgets, and legislation, there is also an internal party atmosphere that a 'policy expert' who has served as vice-chairman of the State Affairs Planning Advisory Committee and chairman of the party's Policy Committee should lead the leadership, which is believed to have significantly influenced his election.

Kim is classified as part of the 'Lee Hae-chan faction' within the party leadership and is considered pro-Moon. However, in a press conference immediately after his election, Kim dismissed criticisms that the party's pro-Moon color had been strengthened, stating, "Distinguishing between pro-Moon and non-pro-Moon factions is not a distinction that fits the party's reality," and added, "All members of our party cooperate for the success of the Moon Jae-in administration, so distinguishing between pro-Moon and non-pro-Moon is not an accurate classification."
There are also expectations that the reform tasks set by the Moon Jae-in administration will gain strength. Kim's first official message at a meeting was "stable state administration and completion of reform tasks." At the Supreme Council meeting that day, Kim said, "I will be a floor leader who firmly supports the second half of the Moon Jae-in administration's governance and takes the lead in overcoming the COVID-19 crisis." He added, "We will definitely complete the state affairs agenda and the reform tasks promised to the people by our party in the 21st National Assembly."
Attention is also focused on what kind of 'chemistry' will be shown with the new floor leader of the counterpart United Future Party. The United Future Party will elect its new floor leader and policy committee chairman on the same day. The plenary session of the National Assembly, scheduled for 4 p.m. that day to handle the 'one-point constitutional amendment bill,' is expected to be the first negotiation agenda for the two floor leaderships.

Regarding this, Kim said, "I ask the new floor leader of the United Future Party to join a working National Assembly that meets the public's demand to 'work properly.'" He continued, "Today is the legal deadline for the vote on the constitutional amendment bill, including the people's proposal submitted during the 20th National Assembly. It was proposed by 148 members, including not only Democratic Party members but also opposition members. Since the vote is a constitutional duty, I urge the opposition to attend today's plenary session and participate in the vote."
