Military General Personnel Changes... Kim Do-gyun Appointed as Commander of the Capital Defense Command and Director of North Korea Policy (Comprehensive)
[Asia Economy Reporter Yang Nak-gyu]Kim Do-gyun (55, Army Academy Class 44), currently the Ministry of National Defense's Director of North Korea Policy, has been promoted to lieutenant general and appointed as the Commander of the Army Capital Defense Command.
On the 8th, the government carried out the first half of 2020 general officer personnel appointments, including promotions to lieutenant general and major general, and assignments to key general officer positions below lieutenant general.
He has served as Director of North Korea Policy at the Ministry of National Defense, Head of the Military Confidence-Building Task Force at the Ministry of National Defense, Defense Reform Secretary at the National Security Office, and Director of North Korea Policy at the Ministry of National Defense. Military officials stated that Colonel Kim was recognized for his flexible thinking and crisis management skills based on his outstanding expertise in defense and North Korea policy and his experience as a field commander. In particular, he is evaluated as having played a key role as Director of North Korea Policy during the signing of the September 19, 2018 Inter-Korean Military Agreement. He also served as the chief South Korean representative at inter-Korean general-level military talks for evaluating the implementation of the military agreement.
The government promoted Major General Lee Young-cheol to lieutenant general and appointed him as Director of the Defense Intelligence Headquarters at the Ministry of National Defense. Navy Rear Admiral Kim Jung-soo (58, Naval Academy Class 41) and Navy Rear Admiral Lee Jong-ho (55, Naval Academy Class 42) were promoted to lieutenant general and are scheduled to be appointed as Deputy Chief of Naval Operations and Commander of Naval Operations Command, respectively.
The naval personnel appointments appear to be follow-up personnel moves following the inauguration of Navy Chief of Staff Bu Seok-jong last month. Rear Admiral Kim Jung-soo has served as Secretary to the Chief of Naval Operations, Commander of the 7th Mobile Brigade, and Director of Testing and Evaluation at the Joint Chiefs of Staff, and is currently Director of Planning and Management at the Naval Headquarters. Rear Admiral Lee Jong-ho has served as Commander of the 8th Combat Training Group, Commander of the 2nd Fleet, and Director of Intelligence Operations at the Naval Headquarters, and is currently Director of Personnel at the Naval Headquarters. Additionally, six Army Brigadier Generals including Kim Kwon and three Navy Brigadier Generals including Yang Yong-mo were promoted to Major General and appointed to key positions such as division commanders.
The government explained that the focus was on selecting outstanding individuals who possess not only a strong sense of national and security perspectives but also the ability to conduct combined and joint operations, job competency, and integrity.
