Prosecutors Focus on Proving Organic Conspiracy
[Asia Economy Reporters Seongpil Cho and Seungyun Song] Kang Hoon (18), alias 'Butta,' an accomplice of Jo Joo-bin (24, detained and indicted), the operator of the 'Doctor's Room' who distributed sexual exploitation materials via Telegram, will be brought to trial on the 6th. With Kang, a key accomplice, now facing criminal trial, the number of defendants including Jo and his associates has increased to six. However, more than 40 individuals remain under investigation by the prosecution and police as major suspects in the Doctor's Room case, indicating that it will take considerable time before the court proceedings fully commence.
The Seoul Central District Prosecutors' Office Digital Sex Crime Special Investigation Task Force (led by Chief Prosecutor Hyunjung Yoo) will indict Kang on charges including production and distribution of obscene materials under the Youth Protection Act on this day. The police transferred Kang to the prosecution on the 17th of last month with a recommendation for indictment on nine charges. Since then, the prosecution has extended his detention period once and conducted intensive investigations, including a search of his residence. This suggests the possibility of additional charges. After indicting Kang, the prosecution plans to hold a briefing at the Seoul High Prosecutors' Office press room to announce the charges and the summary of the indictment against him.
However, similar to Jo and his previously indicted associates, the prosecution is expected to withhold applying the 'Organizing a Criminal Group' charge this time as well. This appears to be a measure considering ongoing related investigations by the police. Currently, the police have registered over 40 suspects in connection with the Doctor's Room case and are conducting investigations. Among the three co-operators of the Doctor's Room, the remaining one, known by the nickname 'Samagwi,' has yet to be apprehended. Therefore, it is analyzed that it will take a long time for the police to secure all suspects and verify each charge. This is also why the prosecution cannot easily decide whether to apply the criminal group organization charge at this stage.

On the 29th of last month, during the first trial of another accomplice, Han (27), held before the Criminal Division 31 of the Seoul Central District Court (Presiding Judge Seongpil Jo), the prosecution requested, citing "an ongoing separate investigation," that the trial proceed with consideration for additional indictments. They also stated, "A decision on additional indictments is expected within about a month." Currently, the prosecution views Jo and his accomplices as an 'organic coalition' divided into four roles: victim scouting and luring, production of sexual exploitation materials, distribution of sexual exploitation materials, and withdrawal of profits from sexual exploitation. They are reviewing the application of the criminal group organization charge accordingly.
