Gwangju Police Hold Meeting with Youth Counseling Specialized Agencies
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] The Gwangju Metropolitan Police Agency (Chief Choi Gwanho) announced on the 21st that it held a meeting between the police and youth counseling specialized institutions to effectively operate the Sarangui Gyosil guidance program.
Sarangui Gyosil is a police-stage guidance program linked with youth counseling specialized institutions to prevent recidivism of juvenile offenders such as school violence perpetrators, involving individual counseling, art therapy, and legal education conducted by experts.
In the Gwangju area, five youth specialized counseling institutions are participating.
The meeting was a meaningful time to discuss cooperation plans between the police and operating institutions for preventing juvenile recidivism recently occurring and for enhancing the quality of Sarangui Gyosil operations in 2020, as well as to share excellent cases of youth guidance.
Last year, the Sarangui Gyosil program connected with 1,030 juvenile offenders, achieving a recidivism rate of 23.5% among completers, which is a 9.6 percentage point decrease compared to the 33.1% recidivism rate of non-completers.
Cha Eunseon, director of the Youth Counseling Welfare Center, said, “This year as well, we will do our best to prevent juvenile delinquency and conduct guidance activities together with the Gwangju police.”

A Gwangju Metropolitan Police Agency official stated, “Once the 'COVID-19' situation transitions to a daily quarantine system, we plan to take the lead in fostering healthy youth by operating customized guidance programs considering youth characteristics through enhancing the quality of Sarangui Gyosil, which has proven effective in preventing recidivism.”
