Changwon Mayor Heo Seong-mu Proposes 'Smart SOC New Deal Project' to Government
[Asia Economy Yeongnam Reporting Headquarters, Reporter Kang Sharon] On the 21st, Heo Seong-mu, mayor of Changwon City, announced that he proposed the 'Smart Social Overhead Capital (SOC) New Deal Project' to the government as a policy measure to revive the economy, which has been depressed due to the novel coronavirus infection (COVID-19).
The Smart SOC New Deal Project is a concept that applies the 4th industrial revolution based on smart technologies such as Artificial Intelligence (AI), Internet of Things (IOT), and Information and Communication Technology (ICT), as well as regional strategic industries, to the existing SOC projects centered on civil engineering and architecture. Mayor Heo added that if large-scale government investment is added, it will become a new form of economic revitalization policy that activates the national economy, which has been stagnant due to the COVID-19 crisis, while advancing the era of the 4th industrial revolution.
Mayor Heo stated, "There is a possibility that the economy will experience a long-term slump due to the COVID-19 crisis, so a fundamental rebound is necessary," and added, "By launching large-scale SOC projects to create jobs and linking them with smart industries, we can overcome the COVID-19 crisis and leap forward as a smart powerhouse."
In particular, he cited the road SOC project, anticipating the commercialization of autonomous vehicles in the near future, as an example of a smart SOC project. He also proposed that, in addition to government-led SOC projects, the government could select smart SOC projects proposed by local governments and then provide budget support or incentives.

Mayor Heo emphasized, "We will promote 24 local pending projects as Changwon-type smart projects, including the establishment of the Bus Rapid Transit (BRT) system, the creation of Masan Marine New City, the development of Jinhae New Port, the establishment of Jinhae Research Free Zone, and the self-sufficient administrative complex town," and added, "It is necessary for the government to provide additional budget support or cooperate in policies so that these projects can start construction early."
