Replacement of Korean History in Researcher and Instructor Public Recruitment Exams with Korean History Proficiency Test

View original image[Asia Economy Reporter Jo In-kyung] The first subject of the open competitive recruitment exam for researchers and instructors, Korean history, will be replaced by the Korean History Proficiency Test administered by the National Institute of Korean History.
The Ministry of the Interior and Safety and the Ministry of Personnel Management announced that the amendments to the "Regulations on the Appointment of Local Researchers and Instructor Public Officials" and the "Regulations on the Appointment of Researchers and Instructor Public Officials," which include this change, were approved at the Cabinet meeting on the 21st.
According to the amendments, the Korean history questions in the open competitive exams for researchers and instructors will be replaced by the Korean History Proficiency Test starting in 2021 for local government positions and 2022 for national government positions. The passing grade standard is level 2 or higher, which is the same as the national and local level 7 open competitive exams.
Additionally, the amendment to the "Regulations on the Appointment of Local Researchers and Instructor Public Officials" expands the personnel management authority of local government heads to allow the reflection ratio of work performance in the performance evaluation of researchers and instructor public officials to be increased up to 90%.
Currently, in the performance evaluation of local public officials, work performance is reflected at 70-80% and career at 30-20%, but going forward, the ratio can be adjusted to work performance 70-90% and career 30-10%.

Ryu Im-cheol, Director of the Local Autonomy Policy Division at the Ministry of the Interior and Safety, said, "From 2021, the open competitive recruitment exams for researchers and instructors will also be replaced by the Korean History Proficiency Test, just like the level 7 open competitive exams," adding, "We hope this reform will reduce the burden on examinees and encourage many talented individuals to enter public service."
