Ministry of Government Legislation Holds Regional Public Hearings on the Draft Administrative Basic Act Submitted to the National Assembly in the First Half of the Year

[Asia Economy Reporter Moon Chaeseok] The Ministry of Government Legislation announced on the 20th that it has prepared a bill to enact the "Basic Administrative Act" and will hold public hearings in the Honam and Yeongnam regions in Gwangju and Busan, respectively. It also plans to submit the bill to the National Assembly in the first half of the year after going through public discussions such as the hearings.
The Honam region public hearing will be held at 2 p.m. on the 22nd at the Kim Daejung Convention Center in Gwangju, and the Yeongnam region public hearing will be held at 2 p.m. on the 29th at the Busan Port International Convention Center in Busan.
Until now, administrative laws lacked codified principles and standards, which has hindered rule-of-law administration and proactive administration.
Common systems were differently stipulated in hundreds of individual laws, causing inconvenience and confusion for citizens and frontline public officials.
The Basic Administrative Act will codify the principles and standards of administration.
It will supplement legislative gaps such as standards for proactive administration and law application, the effect of reports, and consolidate and simplify common systems scattered across individual laws, such as permission and approval presumptions.
To prevent the spread of the novel coronavirus infection (COVID-19), the number of offline attendees at the public hearings will be minimized to fewer than 30 people, and online live streaming will be conducted simultaneously.
On the day of the public hearing, anyone can watch in real time via internet live streaming by accessing the Ministry of Government Legislation’s website through a PC or mobile device.
