Gwacheon City Twitter "Call for Impeachment of President Moon" Post Author Identified as Employee Who Quit 2 Years Ago

On the 17th, the Cyber Safety Division of the Gyeonggi Southern Provincial Police Agency sent Mr. A to prosecution without detention on charges of violating the Act on Promotion of Information and Communications Network Utilization and Information Protection (Information and Communications Network Interference).
Mr. A illegally accessed the official Twitter account of Gwacheon City on February 27 and posted a message saying, "We urge the impeachment of President Moon Jae-in. Blue House of the Republic of Korea," along with the URL of the Blue House National Petition website calling for the president's impeachment. At the time, netizens pointed out, "Is the local government trying to induce public opinion for the president's impeachment through the official account?"
In response, Gwacheon City deleted the post within about an hour and issued a statement clarifying, "We clearly state that the Twitter post was not created by Gwacheon City," and then requested a police investigation. Mr. A, who posted the problematic message, was a former employee who had worked in public relations at Gwacheon City but resigned about two years ago.
It is reported that Mr. A called Gwacheon City after the post caused controversy and said, "At the time, I was drinking alcohol and accessed the Gwacheon City Twitter account that I used for work in the past and posted the problematic message," adding, "I thought it was my personal account, so it was a mistake."

A Gwacheon City official said, "There was a misunderstanding that the city had done this and then denied it, but it is fortunate that this has been resolved," and added, "We will thoroughly manage the city's SNS security to prevent such incidents from happening again."
