[Asia Economy Reporter Ryu Jeong-min] On the 14th, the Blue House announced that the 'ASEAN+3 Special Summit Joint Statement' included provisions to facilitate the movement of essential personnel such as businesspeople in relation to the issue of the novel coronavirus infection (COVID-19).
ASEAN+3 (Korea, Japan, China) emphasized in the joint statement, "As part of efforts to eradicate COVID-19 and minimize socio-economic impacts, while ensuring public health safety, we encourage the smooth movement of essential personnel such as businesspeople within feasible limits to maintain essential regional connectivity."
ASEAN+3 stated in the joint statement, "We will strengthen the regional early warning system for global pandemics and other regional infectious diseases, share experiences and best practices, expand mutual technical support in clinical treatment of infection cases and prevention, suppression, and control of infections, and enhance the regular, timely, and transparent sharing of real-time information regarding infectious disease outbreaks and national measures to eradicate COVID-19."
ASEAN+3 added in the joint statement, "While extra-regional ASEAN partners may provide additional support, we will strive to secure appropriate funding to control infectious diseases and protect regional citizens, including establishing the 'COVID-19 ASEAN Response Fund for Public Health Emergencies' by redistributing existing ASEAN+1 and ASEAN+3 cooperation funds."
ASEAN+3 stated in the joint statement, "We will implement appropriate and necessary measures proactively and in a united manner to support people and businesses suffering from the impact of COVID-19, especially micro, small, and medium enterprises (MSMEs) and vulnerable groups, and to enhance market confidence through economic stimulus policies to promote regional economic stability and resilience. We will utilize technology and digital trade to enable businesses, especially MSMEs, to maintain operations."

Meanwhile, the ASEAN+3 video conference was chaired by Vietnamese Prime Minister Nguyen Xuan Phuc in his capacity as ASEAN Chair. ASEAN+3 stated, "We reaffirm our shared commitment to strengthen solidarity among ASEAN+3 countries and to enhance cooperation and mutual support to address the negative impacts of the global COVID-19 pandemic on our societies and economies and to suppress and control the spread of infectious diseases."
