Whether to Consolidate with Co-defendants' Cases to Be Decided Later
[Asia Economy Reporter Seongpil Jo] The case of Jo Joo-bin (24), who was arrested and indicted on charges of producing and distributing sexual exploitation material on Telegram, has been assigned to a specialized criminal panel for sex crimes. This panel is different from the one handling the cases of his accomplices Kang Mo (24, social service worker) and Lee Mo (16, student), who were indicted earlier. Whether the cases will be consolidated is expected to be decided by the assigned panel.
According to the court on the 14th, the Seoul Central District Court assigned Jo’s case in the afternoon to the Criminal Division 30 (Chief Judge Lee Hyun-woo), a panel dedicated to sex crime cases. A court official stated, "This was the result of a random computerized assignment." The Seoul Central District Court has four specialized criminal panels for sex crime cases, including Criminal Division 30. The assignment was made through computerized allocation among these panels.
Along with the panel assignment, the court designated Jo’s case as an "important case requiring prompt handling." According to Supreme Court procedural rules, cases involving multiple parties or those with significant social impact are designated as important cases to be processed swiftly.
Jo will stand trial in the same courtroom as his already detained accomplices. These include Kang, who is accused of conspiring with Jo to murder a young girl in the "Doctor’s Room," and Lee, known as Jo’s successor. The prosecution indicted them together under a single indictment, indicating their request for a joint trial.
The prosecution plans to request the court to consolidate the cases with the existing accomplice cases once Jo’s initial trial procedures begin. Currently, Kang is on trial at the Seoul Central District Court’s Criminal Division 33 (Chief Judge Son Dong-hwan) on charges including violation of the Act on the Aggravated Punishment of Specific Crimes (retaliatory threats). Lee is also facing trial for violating the Act on the Protection of Children and Juveniles from Sexual Abuse (production and distribution of obscene materials) and is scheduled for his first hearing this month before Judge Park Hyun-sook of the same court’s Criminal Division 22.
The prosecution is also expected to file a motion to consolidate the case of Han Mo, a "staff member" of the Doctor’s Room previously indicted, and Cheon Mo (29), a public official from Geoje City Hall accused of producing and distributing child and youth sexual exploitation videos, with Jo’s case. Accordingly, whether Jo’s case and those of his accomplices will be separated or consolidated will be determined by the assigned panel.

Earlier, the Seoul Central District Prosecutors’ Office Digital Sex Crime Special Investigation Task Force (led by Deputy Chief Prosecutor Yoo Hyun-jung) indicted Jo on 14 charges including production and distribution of child and youth pornography under the Youth Protection Act and forcible molestation. The accomplices Kang and Lee were also additionally indicted on the same charges as Jo.
